Valentine Day Rapist Indicted By Grand Jury

Francis Scott kidnapped a teen and assaulted her in Providence on Feb. 14 and also assaulted three other women on other days, police allege.

WOONSOCKET, RI — Francis Scott, 36, of Woonsocket, has been indicted by the Grand Jury, the state Attorney General's office said. He is being charged with one count of kidnapping of a minor, four counts of second degree sexual assault, one count of assault with a dangerous weapon, one count of first degree sexual assault and one count of second degree robbery based on incidents on diverse dates.

The indictment was reported out on Friday.

Scott was arrested after a teen complained he had posed as an Uber driver on Feb. 14 and offered her a ride back to school. He father had dropped her off at the Providence Career & Technical Academy for school around 8:20 that morning. She walked to a store on Elmwood Avenue near the library and bought an ice tea. On her way back to school, she saw a man with a beard pumping gas. He asked her if she wanted a ride and said he was an Uber driver. Then he allegedly kidnapped her, drove her to the rear of a building, which police did not identify and asked her to perform sex acts. When she got to school finally, she reported the assault and Providence police investigated.

That victim was younger than 16. But he allegedly had other victims.

According to the Attorney General's office, "it is further alleged that on or about November 4, 2015, Scott sexually assaulted a female and also robbed her.

"It is also alleged that on or about a day and date between December 31, 2016 and March 1, 2017, Scott sexually assaulted a female, and that on or about a day and date between October 31, 2016 and December 31, 2016, Scott sexually assaulted another female."

All the alleged assaults happened in Providence. Scott is scheduled to be arraigned in Providence County Superior Court on June 7.
