County Council to Discuss New Lighting on Broad River Road

The addition of lighting is part of a plan to improve the St. Andrews area.

St. Andrews residents and business owners could see new lighting along Broad River Road by the end of the year or the beginning of next year, said Richland County Councilwoman Joyce Dickerson. 

County council has allocated $75,000 for new lighting as part of the Broad River Corridor Master Plan to improve the St. Andrews area, Dickerson said.

Two proposals for lighting will go before council in December: one for the installation of 42 lights and the other for the installation of 71 lights.

Council will have to decide how many lights to install and discuss the electricity costs before the new lights go up, Dickerson said. 

The focus area for the new lighting will be from Interstate 20 to St. Andrews Road, Dickerson said. But the lights could be installed from Greystone Boulevard to Piney Grove Road, depending on how many lights council approves.

Dickerson has been working with Reginald Simmons of the Central Midlands Council of Governments to develop a plan for lighting along Broad River Road. 

The Council of Governments and Richland County completed the Broad River Road Corridor Master Plan in 2010 after community input sessions and planning. New lighting along the road is just one of the steps in that plan. 

The plan highlights four areas: the Piney Grove Village Center, the St. Andrews Neighborhood Activity Center, the Dutch Square Mixed-Use Transit Node and the Greystone Boulevard Commercial District. 

Other improvements suggested in the master plan include making the area more pedestrian-friendly, improving streets and intersections, creating open spaces and a transit center.
