Prior to being transported to MUSC with a head injury, Jenkins told police that Moultrie's car had hit his and forced him off the road. He was treated and released.
Moultrie told police that he became frustrated when Jenkins was following too close to his truck. As Jenkins would try to pass, Moultrie said he would speed up or try to change lanes to prevent Jenkins from getting around him.
Witnesses told police that Moultrie and Jenkins appeared to be racing westbound down St. James Avenue. They said the two cars collided with one another before hitting the other two vehicles.
Jenkins was also charged with driving under suspension, second-offense. A passenger in Jenkins' vehicle, Jonathan Levi Beaufort, 19, of Huger, was arrested on unrelated charges involving an outstanding warrant with the City of North Charleston.
