Investigators say a vulnerable adult with a leaking feeding tube was allegedly left strapped to a toilet for over an hour, prompting arrests and a state law enforcement investigation into the facility's care practices.

Police say witness video showed the women attacking a female victim while a male companion was hit as he tried to shield her. All four were arrested and booked into the Al Cannon Detention Center.
