City officials say the rules have reduced crime, while the lawsuit seeks to halt enforcement as a judge reviews whether Johnson City's authority to set hours goes too far.
   

2. Dolly Parton to be theme of 2026 Johnson City Christmas parade (johnsoncitypress.com) — Johnson City's 2026 Christmas parade will celebrate Dolly Parton with a "Holly Dolly Christmas" theme, and organizers are inviting local residents, businesses, and groups to design themed floats. The parade steps off at 10:30 a.m. on Dec. 5 from the ETSU campus, following a downtown route, with registration open Oct. 1 through Nov. 23 at blueplum.org/parade.
   

3. Johnson City Commission to vote on supplemental budget (johnsoncitypress.com) — Johnson City commissioners will vote Thursday on a supplemental budget that adds $3.8 million in general fund spending, adjusts school funding, and reallocates surplus tax revenue. They'll also consider a $900,000 state grant for school resource officer salaries and honor local groups and leaders at a 6 p.m. meeting at the municipal and safety building.
   

4. Tiebreakers coming to Fort Henry Mall in Kingsport (wjhl.com) — A popular Johnson City arcade, Tiebreakers, is expanding its footprint by opening a second, larger location at Fort Henry Mall in Kingsport while also continuing to grow its original North Roan Street site. The Kingsport project is in early development and expected to create about 100 jobs, aiming to help transform the mall into a regional entertainment destination.
   

5. All Milligan cyclists released from Ballad Health (johnsoncitypress.com) — All Milligan University cyclists injured in the August 19 crash have now been released from Johnson City Medical Center, bringing some relief to the community after two teammates died at the scene. The driver has been charged with reckless vehicular homicide and aggravated assault, with a preliminary hearing set for September 9 in Carter County General Sessions Court.
