CEDAR PARK, TX -- A Silver Alert was issued Wednesday for a missing senior citizen last seen just outside Cedar Park.   The missing man is identified as Larry Richard Leggett, who was last seen driving a pickup truck in the early morning hours Wednesday. The man is afflicted with a cognitive impairment, heightening the urgency of locating him.   Leggett was last seen wearing an orange T-shirt, jeans, black tennis shoes and a medical ID bracelet. The last time he was seen was on Cedar Lime Road, a street located on the outskirts of Cedar Park.
