Members of Dallas PD Win State Law Enforcement Award for Professional Achievement

Several members of the Dallas Police Department received the 2026 State of Texas Law Enforcement Achievement Award for Professional Achievement.

The department posted to social media about the awards on Friday evening. According to the post, the award recognizes the officers' outstanding contributions to the profession through personal initiative and lasting impact.

The winners are Deputy Chief Patricia Mora, Sergeant Norma Massu, and Detective Ryan Diem.

Mora is known for championing women in law enforcement through her annual Women's Symposium, a mentorship program for new commanders, and recruiting efforts that continue to shape the department's future.

Massu demonstrated profound dedication to honoring the fallen by coordinating 55 street topper ceremonies with meticulous care, compassion, and personal sacrifice.

Diem elevated investigative standards through relentless casework, including major narcotics and firearms seizures, the first-ever use of the FireFly gunfire detection system as an investigation tool, and dive team recoveries that helped with decades-old cases.

"Together, these three exemplify the very best of Dallas PD," the post states. "And we congratulate them on this well-deserved, state-level recognition."

Each year, the Texas Commission on Law Enforcement gives out State of Texas Achievement Awards to law enforcement officers in the state. Awards may be presented to individuals in up to 20 separate events of accomplishments.

Nominations must be submitted by a state elected official, an elected official of a political subdivision, an administrator of a law enforcement agency, or a person holding a current TCOLE license.
