Here are the top stories today in Austin:

1) The Austin City Council has voted to add the $350 million affordable housing bond onto the November ballot. On an 8-1-1-1 vote, Austin City Council members approved a measure to the put the proposition on the ballot. If the measure passes, the bond money will go toward building affordable housing, repairing homes for low-income people and acquiring more land for homes. Check out the full story over at KUT.


2) Jacob's Well stops flowing for the fourth time in recorded history. The popular swimming destination has no water flow as a result of drought conditions and increased pumping. On Wednesday, the U.S. Geologic Survey measured a discharge of zero cubic feet per second from the well. The recommended flow rate at the well is 4 to 7 cubic feet per second. The first time the well stopped flowing in recorded history was in 2000. The Statesmen reports: "Over the past decade, the well has been below the recommended level about 60 percent of the time, according to David Baker, founder and executive director of the Wimberley Valley Watershed Association. 3) The I-35 to US 183 northbound flyover will be closed for a week, starting this weekend. The northbound I-35 to northbound US 183 flyover in North Austin will be temporarily closed for a week starting Sunday, July 31 at 9 p.m. so TxDOT crews can make final construction adjustments and complete paving. The flyover will reopen on Monday, Aug. 8. FOX 7 Austin has more on this story here.


4) Former Austin car dealer tried to arrange another murder after arrest. An Austin car dealer who was previously charged with hiring three men to murder his ex-girlfriend and her ex-boyfriend has now been accused of trying to also have one of his co-conspirators killed. KXAN has more on this story here.
