The grim discovery came as Gov. Greg Abbott is poised to dispatch Texas Department of Transportation crews to underpasses and bridges to rid those areas of homeless people. The governor has escalated state effort to intercede in ridding areas of homeless individuals, engaging in escalating criticism of efforts by council officials to accommodate the population while exerting local ordinances.
The sight of the site where the dead man was found — cordoned off with police tape with crime investigators surrounding the area — caught the attention of passersby, some of whom took cell phone pictures of the scene.
