The victim, Parris Thomas, 45 was pronounced dead at the scene.
HPD Vehicular Crimes Division Sergeant R. Gonzales and Officer D. Jones reported:

The victim was operating a black ATV of an unknown model on North Wayside when he crossed railroad tracks at a high rate of speed and lost control of the ATV,. The victim was ejected and struck a concrete curb.
A preliminary investigation indicated the victim was not wearing a helmet.
