Tropical Storm Cindy Moves Ashore, Begins To Break Apart
Highest sustained winds were at 60 miles per hour Wednesday, and had dropped to 40 miles per hour as the storm moved ashore

HOUSTON, TX — Tropical Storm Cindy made her anticipated landfall near the Texas-Louisiana border shortly before 4 a.m. with hardly any impact on the Houston area.
The winds, which had dropped to 40 miles per hour as the storm moved inland, whipped some areas farther east of the Houston area bringing heavy rain to portions of Louisiana.
The National Hurricane Center’s tropical storm warning issued for all of southeast Texas on Tuesday, was dropped for Harris County, while areas of Galveston Island were experiencing some periods of heavy rain and high winds. Lamar Casparis, who lives in the Lufkin area north east of the Houston area, which was expected to receive the brunt of the wind and rain, got hardly a drop from the storm as Cindy moved slowly inland.
"It's clear but expecting some rain by 7 a.m.," he said. "It looks like it (Cindy) went east."

The storm’s movement eastward allayed fears of potential flooding to Houston streets, but the gusty winds were present for the morning commute, KTRK reported.
The Houston area will have periods of heavy rain today, with some areas, particularly near Pasadena, La Porte and Baytown getting 1-2 inches of rain Thursday.
Forecaster predict that Tropical Storm Cindy will continue to move slowly north through Texas, before turning east into northern Louisiana, Arkansas, and Tennessee early Friday, KHOU reported.
