Humble ISD School Board Seeks To Fill Trustee Vacancy

HUMBLE, TX — The Humble ISD School Board is looking to fill the vacancy in position 6 that came with the resignation in May of former trustee Heath Rushing.

Rushing, who was elected in 2013, announced in April that he was resigning after being named Senior Vice President and CEO for Memorial Hermann Katy and Memorial Hermann Cypress in February.

The career move means that Rushing and his family would be moving out of the district, as a result.

When a vacancy occurs on a School Board, Texas law requires that districts fill the position within 180 days of the vacancy if more than a year remains on the term.

The district under state law would have been permitted to hold a special election to fill the seat, rather than fill by appointment, but it costs about $50,000 to hold a special election.

Details related to the application process are being determined in June and July.

When finalized, the process will be posted on the district website, included in Humble ISD’s Friday News and Announcements email to all parents.

Under state law, qualifications for a Board member include living in the district for at least 18 months, being 18 years old or older, and being a registered voter in the district.

The board meets the second Tuesday of every month for regular meetings. Additionally, board members participate in special meetings, workshops, committees and school events.

Board members spend hours reading reports to prepare for meetings, communicating with taxpayers, attending training, and representing Humble ISD.

Governing the school district through policy making is the primary role of a School Board. Policies dictate the standards and philosophy by which schools are run and the criteria used to judge whether they are being run well.

The Superintendent and staff are responsible for effective, efficient and accountable administration of the district.

Since 1951, there have been 19 times when a vacancy on the Humble ISD School Board occurred before the term had expired. In no instance was a special election held.

Fourteen times the position was filled by appointment, and five times the position remain unfilled until the regularly scheduled election.

Position 6 must be filled due to there being more than a year remaining on the term.
