Doctor Who Helped Prolong Fallen Officer's Life To Be Honored

Dr. Robert Cinclair happened to be nearby when Officer Charles Whites was hit, rendering medical aid until medics arrived on the scene.

ROUND ROCK, TEXAS — Police will honor a doctor who prolonged the life of a Round Rock officer who was struck by a car last February, officials said Thursday.

In a press advisory, the Round Rock Police Department Austin physician Dr. Robert Cinclair would be given its heroism award in honoring his life-saving efforts after rushing to aid Officer Charles Whites, who was hit by a car while directing traffic around a crime scene on Feb. 25, 2018. Cinclair rushed to aid the fallen officer, opening his airway in allowing him to breathe. The physician then waited with Whites until medics arrived for hospital transport.

"This heroic and compassionate act allowed Officer Whites’ family, friends, and Round Rock Police family to be with him for another two months," police noted in the advisory. Whites succumbed to his injuries on April 27, 2018.

Round Rock Officer Hit By Vehicle 2 Months Ago Dies From Injuries

Cinclair is scheduled to be honored for his valiant efforts during a Jan. 10 ceremony at which the officer's widow, Connie Whites, will be in attendance. The award presentation is scheduled to take place at the start of the Jan. 10 Round Rock City Council meeting at 6 p.m. inside City Hall, 221. E. Main St.

Whites was with the Round Rock Police Department for 19 years, serving as patrol officer, field training officer and SWAT negotiator. Prior to joining the force, he earned a bachelors' degree in psychology from the University of Texas at Austin.

"When he wasn’t working he loved spending time outdoors — hiking or working on his old truck — he was known for his love of classical music and his mustache smile," police wrote. "Friends and family called him the “most interesting man in the world," the advisory reads.

In recognition of his sacrifice in the line of duty, Whites posthumously received a Star of Texas Award from Gov. Greg Abbott at the Capitol on Sept. 11, 2018. His call sign of A-153 was retired from use by the Department by Chief Allen Banks.

One of those expressing condolences was a little girl named Ximena, who wrote a note to the Round Rock Police Department while contributing her allowance to help White's family with medical bills during a fundraising campaign launched after his death.
