ROUND ROCK, TX — A man was arrested after police found him passed out in a parked car outside the library with three crying children inside the vehicle, according to a published report.
Mark Author Webb, 29, of Round Rock, was charged with child abandonment after being found outside the Round Rock Public Library, according to an arrest affidavit referenced by the Austin American-Statesman. The charge is a state felony punishable by up to two years behind bars.
Webb also was charged with two misdemeanor charges: possession of a controlled substance and public intoxication. According to the affidavit, police tried numerous times to wake the man up before one of the children rustled him from his slumber.

Webb was confused upon waking and unsteady on his feet upon exiting the vehicle, police detailed in the affidavit. Moreover, he had slurred speech and his breath smelled of alcohol, police noted. Potential evidence related to the lack of such lucidity was found in the car, in the form of a couple of 24-ounce cans of a beverage called "High Gravity Lager Earthquake" containing a 10 percent alcohol content and Xanax pills, according to the report.
The youngest child in the car was just one year old, according to police.

As of Wednesday, Webb was being held in the Williamson County Jail Wednesday with bail set at $12,500.
