Round Rock Officers Involved In Suspect's Fatal Shooting IDed
Sgt. Christopher Ybarrra and Officer Noah Moncivais confronted Richard Rangel, 21, before he was shot; spokesman won't say if video exists.

ROUND ROCK — The Round Rock Police Department has released the names of the officers involved in the fatal shooting of a man acting suspiciously earlier Saturday morning.
The department issued a press advisory on Monday identifying the pair of veteran officers at the scene of the shooting. Sgt. Christopher Ybarrra, a 14-year veteran of the force, and Officer Noah Moncivais, an eight-year-veteran, responded to calls of a suspicious man walking around cars at around 3 a.m. Saturday. The suspect was later shot to death after officers said he fired at them first.
A police department spokesman said Ybarra was the officer who fired his weapon. The suspect, Richard Rangel, 21, died after being transported to the hospital for medical treatment. The police spokesman said Ybarra has not been involved in any prior officer-involved shooting.

Patch previously requested information from the police department spokesman, Nicholas Olivier, into whether any bodycam or dashcam video exists of the shooting. The spokesman directed Patch to submit an open records request for the information.

The incident occurred along the 1900 block of Red Rock Drive at Apache Trail. Police encountered the man matching the description and learned he had an outstanding arrest warrant. Police have yet to detail the nature of that warrant.
A struggle is said to have ensued when police attempted to effect an arrest, according to the police account. During that time, Rangel is said to have produced a weapon and fired at officers before being shot himself. Rangel succumbed to his wounds later that evening at an area hospital.
