Round Rock Police Department Names New Assistant Police Chief

James 'Willie' Richards has been on the force for 21 years, previously as commander of the Criminal Investigation Division.

ROUND ROCK, TX — Police Chief Allen Banks on Friday announced the promotion of James "Willie" Richards to the role of assistant police chief.

Richards previously served as commander of the Criminal Investigation Division, and has been with the Round Rock Police Department for 21 years. He began his law enforcement career as a correctional officer at the Del Valle Correctional Complex, and currently oversees support services for the police department.

In related developments, Banks announced several other promotions to the department's leadership staff. Justin Carmichael and Andrew McKinney were promoted to the rank of Commander. Carmichael, who has been with the Department since 2001, previously served as a Criminal Investigation Division lieutenant. He now serves as commander of the Criminal Investigation Division. McKinney, who has been with the Department since 2002, previously served as a patrol lieutenant. He now serves as commander of the Patrol Division.

Others promoted during a ceremony were lieutenants Melissa Grubbs, Jimmy Keyes and Gregory Brunson, and sergeants Joseph Claypool and Don Holland III.
