Man Who Tried to Vote Twice is Arrested

Man who voted early returns to cast a second ballot and claims he's "trying to test the system."

RICHMOND, TX — A man was arrested Tuesday night after elections officials said he tried to vote again after already casting his ballot.

Phillip Cook, 62, voted during the early voting period at the Great Oaks Baptist Church but decided to cast another ballot during Tuesday's general election.

Poll workers at the church noticed Cook had voted already and at first thought this was a mistake.

Officials said Cook was confronted and admitted to trying to vote twice in an effort to "test the system."

Cook was arrested and taken to the Fort Bend County Jail.
