USVI Police Blotter, April 25 - April 30

U.S. VIRGIN ISLANDS — Released by VIPD and unedited by Patch, all of this week's arrests:

On April 29, at around 4:42 p.m., the 911 Emergency Call Center received a call of a deceased male in the Campo Rico area. Officers traveled to the area and found an unresponsive male victim with gunshot wounds. It was confirmed the victim had no vital signs. The victim has been identified as 23-year-old Cesario Carmona Cadiz, Jr.

On April 28, at approximately 8:08 a.m., police arrested 27-year old Enrique Velasquez of Paradise Mills on a warrant. He was charged with 1st Degree Burglary. Velasquez allegedly entered an apartment in St. Croix Mutual Homes without permission and assaulted the occupants on January 28. Velasquez was jailed after failing to post $75,000 bail, pending his Advice of Rights hearing.

Detectives arrested 47-year-old Kevin Moran of Estate Boetzberg on April 28 on an arrest warrant. He was charged with 1st Degree Unlawful Sexual Contact, Aggravated Assault & Battery, Simple Assault & Battery, and Selling or Serving Alcoholic Beverages to Minors. Moran is accused of inappropriately touching a minor on December 11, 2020. Bail for Moran was set at $75,000. Unable to post bail, he was turned over to the custody of the Bureau of Corrections, pending his Advice of Rights hearing.

On April 28, at roughly 6:27 a.m., police arrested Omolara N. Simmonds, age 40 of Concordia Manor, charging her with Carrying a Firearm Openly or Concealed and Possession of Ammunition. While investigating a robbery that occurred in February, officers of the Criminal Investigation and Special Operations Bureaus conducted a search warrant at a residence in Concordia Manor. During the search, officers discovered a loaded firearm. Simmonds admitted ownership of the firearm and indicated that she did not have a license to possess a firearm. She was placed under arrest as a result. Bail for Simmonds was set at $50,000, which she was not able to post. Simmonds was subsequently turned over to the custody of the Bureau of Corrections, pending her Advice of Rights hearing. St. Croix District Chief of Police Sidney Elskoe applauded the officers for finding the firearm. “Every gun taken off the street saves lives. We will continue to use every avenue available to find and confiscate all illegal firearms,” Chief Elskoe said.

On April 27, at approximately 6:21 p.m., detectives of the Economic Crime Unit executed an arrest warrant on Brittney Nicholas, age 21 of Louis E. Brown Villas, charging her with Obtaining Money by False Pretense, Passing Forged Bills or Notes, and Grand Larceny. Nicholas is accused of depositing a fraudulent business check for more than $900 into her personal account. Bail for Nicholas was set at $20,000, which she could not post. She was subsequently turned over to the custody of the Bureau of Corrections, pending her Advice of Rights hearing.

46-year-old Alex Louis Camsel of Estate Pastory, St. John was arrested immediately after his release from the Roy Lester Schneider Regional Medical Center on April 27, after receiving treatment for a gunshot wound. Camsel was shot by officers after he pointed a firearm at officers on April 23. Camsel is charged with two counts of 3rd Degree Assault, Reckless Endangerment, and Damage to Vehicle. Camsel is accused of assaulting a female victim by hitting her with a rock on April 23. The victim required medical attention at the Myrah Keating Smith Community Health Center for her injuries from the assault. Officers responding to the location of the assault observed Camsel in possession of a rifle. Camsel was shot by an officer when he pointed the rifle at officers. Bail for Camsel was set at $100,000. Unable to post bail, he was turned over to the custody of the Bureau of Corrections, pending his Advice of Rights hearing.

On April 26, at roughly 7:22 p.m., officers were dispatched to Grove Place, in the vicinity of the Eulalie Rivera Elementary School, after receiving alerts of gunshots. An adult male victim reported that while sitting in the vehicle at his residence, he heard gunshots striking his windshield. He took cover until gunfire ceased and fortunately not injured. The victim observed a gray Toyota vehicle with heavily tinted windows, but did not see who was shooting.

The Virgin Islands Police Department is looking for 53-year-old Adallah Donastorg in connection with an 1st Degree Assault / Attempted Murder that occurred on April 26 in the Annas Retreat area. Donastorg is a Black male who stands approximately 5 feet 7 inches in height, and weighs around 210 pounds. He frequents the Bovoni area.

Three persons were arrested on April 26 for uploading altered COVID-19 documents into the U.S. Virgin Islands Travel portal. At approximately 1:30 p.m., officers of the COVID-19 Enforcement Task Force arrested Douglas E. Miller, age 70, and Patricia A. Miller, age 68, both of Boulder, Colorado. In a separate arrest, Task Force officers arrested Kayla Miller, age 20 of Roseville, Michigan. All three were charged with Fraudulent Claims Upon the Government, Access to a Computer for Fraudulent Purposes, Use of False Information, and Filing or Recording Forged Instruments. Bail for all three was set at $5,500 each. None of the individuals were able to post bail, and they were all turned over to the custody of the Bureau of Corrections, pending their Advice of Rights hearings.

On April 25, at about 8:57 p.m., the 911 Emergency Call Center received reports of shots fired in the Cruzan Princesse Apartment Condominiums area. 911 also received a report of a robbery that occurred in that area. Officers traveled to the area and made contact with two persons who reported that when they arrived at their apartment building, they were approached by two armed males who demanded the female’s purse. The suspects then left the area in a vehicle, and discharged shots in the air as they fled.

On April 23, at around 4:35 p.m., police arrested Carlos Colon, Jr., age 26 of Estate Thomas, charging him with Possession of an Unlicensed Firearm, Possession of Ammunition, and Simple Possession of a Controlled Substance. Officers on patrol conducted a traffic stop on a white Acura TSX, operated by Colon. During the course of the traffic stop, Colon was found with a loaded firearm on his person, and marijuana was found in the vehicle. A firearms license check was conducted, and it was revealed that Colon did not have a license to possess a firearm in the Virgin Islands. He was arrested as a result of possessing the firearm and the marijuana. Bail for Colon was set at $50,000, which he could not post. He was turned over to the custody of the Bureau of Corrections, pending his Advice of Rights hearing.
