Bob Goodlatte, the Republican House Judiciary Committee Chairman from Virginia, has said the report "confirms" that Obama's Justice Department gave Clinton "special treatment" during its investigation of her use of a private email server.
"The Justice Department and FBI didn’t treat her like any other criminal suspect and didn’t follow standard investigative procedures," he said in a statement. "In fact, one of the lead investigators texted he would ‘stop’ Trump from becoming President. These actions have tarnished the reputations of our nation’s top law enforcement agencies and have undermined Americans’ confidence in their justice system."

The report states the inspector general did not second-guess investigative or prosecutorial decisions made in the Clinton investigation, but "makes clear they should have," Goodlatte said.
