Born in Justice, Illinois and raised with his three siblings by their father and mother, Thomas M. Gilligan learned early on the value of hard work, teamwork, and perseverance. He graduated at the top of his high school class and was the Student body President. As the 2002 Romeoville Homecoming King he loved his duties.

Thomas graduated from Elmhurst College in three and a half years with two majors in History and American Studies with a minor in Political Science in 2007.

Thomas enlisted in the Illinois Army National Guard in February 2006 completed basic training at Fort Leonardwood Missouri. Thomas earned his commission as a second lieutenant in the Army in March of 2008. He deployed twice in support of the War on terrorism to Egypt in 2010-2011 and Afghanistan in 2012-2013.

Thomas is married to Katherine Jean Gilligan and is blessed with a beautiful baby girl Annalise Katherine.

Thomas currently works for the Bensenville Police Department.
