VA Mail Carrier Stole Gift Cards, Mail From More Than 100 People: Authorities

CULPEPER COUNTY, VA — A Culpeper County rural mail carrier is facing dozens of charges after authorities said she stole gift cards and other valuables from mail along her delivery route.

Crystal Duvonne Dean, 55, of Culpeper, was arrested Tuesday following a 10-month investigation by the Culpeper County Sheriff's Office and the U.S. Postal Inspection Service that began in September 2025.

Dean is charged with 30 counts of felony mail larceny, seven counts of petit larceny, one count of felony credit card theft and one count of felony use of a stolen gift card.

The investigation into Dean began after residents reported mail that never arrived. Detectives identified Dean as a suspect early in the case and, over the following months, used undercover surveillance and conducted interviews with businesses and residents as the investigation expanded.

According to the sheriff's office, investigators determined that gift cards and other items of value were removed from mail along Dean's route before she discarded the opened envelopes. Authorities said they recovered evidence from the vehicle Dean used to deliver mail and from her home after she was taken into custody.

Investigators are still identifying victims but believe more than 100 people may have been affected.

"People in this county put birthday cards, graduation gifts, holiday cards, checks, and personal information in their mailbox every day because they trust it will reach the person it was meant for," Sheriff Timothy Chilton said. "That trust was broken here."

Authorities noted that mail theft has become a growing national issue, citing a May 2026 U.S. Postal Service Office of Inspector General audit that found the U.S. Postal Inspection Service received more than 800,000 mail theft complaints over three years.
