ARLINGTON, VA — A federal grand jury has indicted an Alexandria man for illegal reentry into the United States following a series of local traffic charges and a felony hit-and-run arrest in Arlington, according to court documents filed in the U.S. District Court for the Eastern District of Virginia.
Edison Antonio Ramirez Guerra, 38, was charged in a single-count indictment on Thursday with violating federal law by being present in the country after having been previously deported on three separate occasions.
The federal investigation was prompted by Ramirez Guerra’s arrest by the Arlington County Police Department on Feb. 27. According to an affidavit filed by a deportation officer with U.S. Immigration and Customs Enforcement, local authorities detained Ramirez Guerra for a felony hit-and-run.
Subsequent records checks and fingerprint analysis conducted by ICE confirmed that Ramirez Guerra is a native and citizen of Honduras. The immigration officer stated in the affidavit that Ramirez Guerra had been removed from the U.S. in March 2009, May 2011, and December 2011.
"Results of that query showed positive matches to Ramirez Guerra, his unique FBI number, and his unique Alien File," the ICE officer wrote in the support of the criminal complaint.

The indictment alleges that Ramirez Guerra was found in Arlington without having obtained "the express consent of the Attorney General of the United States or the Secretary of the Department of Homeland Security to reapply for admission".
Beyond the federal charges, Virginia judicial records show a history of traffic-related offenses in Northern Virginia. In January 2023, Ramirez Guerra pleaded guilty in Fairfax County General District Court to an amended charge of speeding, stemming from a December 2022 reckless driving citation.
At the time of his federal indictment, Ramirez Guerra was also facing multiple misdemeanor charges in Arlington General District Court, including driving while intoxicated and four counts of failing to stop at the scene of an accident. While a judge in Arlington Circuit Court granted bond for several of these local charges on March 10, he remained in custody as the federal case proceeded.
A hearing was scheduled for 9 a.m. Wednesday in Alexandria Courtroom 900 before District Judge Anthony J. Trenga, according to court records.
The case is being prosecuted by the U.S. Attorney’s Office for the Eastern District of Virginia. If convicted of illegal reentry, Ramirez Guerra faces federal prison time and subsequent removal from the country.
