BALLSTON, VA — A 271,000-square-foot office building near the Ballston Metro station is slated for a major renovation following its purchase by Jemal Real Estate Strategies, the companies announced.
The project at 4100 N. Fairfax Drive marks Jemal Real Estate Strategies' first investment in Northern Virginia. JLL has been selected as the building's exclusive leasing agent.
The new owner plans to retain the property as office space, replacing the previous owner's plans to convert it into residential units. Existing tenants will remain in the building during construction, according to the announcement.
Plans call for a redesigned lobby, a conference center accommodating up to 100 people, an adjoining gathering space and coffee bar. The renovation will also add a fitness center with locker facilities.
A private rooftop terrace could be created for the building's anchor tenant, according to the announcement. The release did not provide a construction timeline or estimated cost for the project.
The office building, completed in 2001, is located next to the Ballston-MU Metro station in Arlington's Rosslyn-Ballston corridor.
"Our vision is to deliver a building that reflects how companies operate today while providing the quality, amenities and flexibility that will define the next generation of workplaces in Arlington," Norman Jemal, founder of Jemal Real Estate Strategies and senior managing principal at Douglas Development, said in a statement.
JLL employees David Goldstein, Matt Owens and Brent Mathis will lead leasing efforts for the property on behalf of Jemal Real Estate Strategies.
Goldstein, an executive managing director at JLL, said the limited supply of premium office space in Northern Virginia creates opportunities to renovate buildings in well-connected locations.
"Jemal Real Estate Strategies recognized that opportunity at 4100 N. Fairfax Drive, and we're excited to introduce a dramatically enhanced workplace experience to the market," Goldstein said in a statement.
Jemal Real Estate Strategies is a private investment platform founded by Norman Jemal. Since its launch in the third quarter of 2025, the company has sponsored three primary investments, including the Arlington property.
Its other projects are the conversion of a former Boys Club and an office building in Syracuse, New York, into 57 apartments, and the planned conversion of a 20-story Richmond office tower into 288 apartments and a 210-room hotel.
