ARLINGTON, VA — An eight-story residential building with 88 condominiums and a museum commemorating the Air & Space Force Association can move forward on Langston Boulevard following approval Saturday by the Arlington County Board.
The board approved a General Land Use Plan amendment, site plan amendment and use permit Saturday, Sept. 19, for the redevelopment of the Air & Space Force Association property at 1501 Langston Blvd. The project calls for demolishing the existing office building and replacing it with a mixed-use residential development.
Plans from Taicoon Property Partners call for 88 residential units, a ground-floor museum and an underground parking garage. The museum will be open to the public and commemorate the Air & Space Force Association, which has occupied the property.
The 1.31-acre property is in Arlington's North Highlands neighborhood between Langston Boulevard and Interstate 66, near North Oak Street and the Martha Custis Trail. An 85,422-square-foot office building constructed in 1984 and expanded in 2002 currently occupies the site.
The approved building will rise eight stories, or about 101 feet, and contain approximately 220,114 square feet of residential space. The project also includes a 1,409-square-foot museum on the ground floor.
The existing underground garage will remain and provide 149 parking spaces. Forty-four spaces are designated for residents, three for the museum and 102 as flexible parking spaces.
As part of Saturday's action, the board changed the property's General Land Use Plan designation from a combination of "Low" Office-Apartment-Hotel, "Medium" Residential and "Public" to entirely "Low" Office-Apartment-Hotel.
The board also approved modifications involving setbacks, lot coverage, density exclusions and the residential parking ratio needed for the project.
Transportation improvements associated with the redevelopment include changes along the Martha Custis Trail, including widening portions of the trail. Plans also contemplate removal of an existing soundwall, subject to approval by the Virginia Department of Transportation.
During its review Saturday, the board discussed construction hours and communication with surrounding residents during construction. Environmental issues also included removing invasive species and commitments related to sustainable building design.
The museum's institutional-use permit will return to the County Board for review in September 2029.
The project went through Arlington's Site Plan Review Committee process earlier this year and was considered by the Planning Commission before reaching the County Board.
The property is within the Langston Boulevard Area Plan adopted by Arlington County in 2023.
