ARLINGTON, VA — Arlington County and the City of Alexandria are joining forces to participate in state proceedings over NextEra Energy's proposed $67 billion acquisition of Dominion Energy.
The two localities entered into a joint representation agreement Sept. 22 to intervene in the Virginia State Corporation Commission proceeding reviewing the proposed merger, according to Arlington County.
County Board Chair Matt de Ferranti said the localities share an interest in advocating for reliable and affordable energy as well as their clean-energy priorities.
"Arlington and Alexandria share common interests in championing reliable, affordable, and equitable clean energy for the residents and businesses we serve," de Ferranti said. "We are proud to stand together to put forward a unified voice in advocating for just and reasonable rates, reliable service, and the clean energy future our Commonwealth deserves."
Alexandria Mayor Alyia Gaskins said participating directly in the case will give the two jurisdictions an opportunity to raise concerns about how the proposed acquisition could affect their communities.
"This acquisition would have significant implications for the millions of Virginians who rely on these utilities. Their needs and interests must remain at the center of this process," Gaskins said. "By participating directly in these proceedings, Arlington and Alexandria can bring our local perspective and expertise to the table, ensure the impacts on our communities are fully considered, and advocate for an outcome that protects Virginia customers."
NextEra Energy and Dominion Energy filed a joint merger petition with the SCC on July 15. According to Arlington County, the $67 billion transaction would be the largest energy merger in U.S. history if approved and would create the world's largest regulated electric utility.
The combined company would serve about 10 million customers in Virginia, Florida, North Carolina and South Carolina, including about 2.7 million Virginia households, the county said.
Alexandria announced in August that it would intervene in the case, followed by Arlington in September. The joint representation agreement allows the two jurisdictions to coordinate their participation in the SCC proceeding.
The SCC is accepting public comments on the proposed merger under Case PUR-2026-00112.
The deadline to file to participate as a public witness is Nov. 2. Public witness testimony is scheduled for Nov. 5, 9 and 10 in Richmond. Written comments may be submitted through Nov. 9.
A final SCC decision is expected in early 2027, according to the county.
