Jeffrey Daniel Asare pleaded guilty to felony possession of a Schedule I or II controlled substance with intent to manufacture, sell, give or distribute, according to Arlington County Circuit Court records. He was sentenced Oct. 16 to 10 years of active incarceration, followed by five years of supervised probation.

Court records show that prosecutors dropped four other charges stemming from the Nov. 12, 2025, incident, including felony eluding police, driving without a license, operating an uninsured vehicle and improper use of vehicle registration or license plates.

Police Chase Began On I-395 In Arlington

According to the Arlington County Commonwealth's Attorney's Office, a Virginia State Police trooper spotted a vehicle traveling southbound on Interstate 395 near the George Washington Memorial Parkway in Arlington County on Nov. 12, 2025.

The trooper observed unlawfully dark window tint and improperly displayed license plate decals. A records check also revealed that the vehicle's registration status did not match the license plate displayed on the vehicle.

When the trooper attempted to stop the vehicle, Asare refused to pull over and accelerated away, prosecutors said.

Additional officers joined the pursuit as Asare continued southbound, weaving through traffic and passing other vehicles at speeds approaching 110 mph in a 55-mph zone.

The chase continued onto Interstate 95, where law enforcement officers attempted a rolling roadblock to bring the pursuit to an end.

Asare evaded the maneuver, made an unsafe lane change and struck a concrete Jersey barrier, according to prosecutors. His vehicle spun multiple times before coming to rest in the interstate's center lane.

Asare attempted to flee on foot following the crash but was apprehended by officers.

During the investigation, authorities recovered more than 300 grams of carfentanil from his vehicle. Carfentanil is an extremely potent synthetic opioid that is significantly stronger than fentanyl.

Court Records Detail Charges And Sentencing

Arlington General District Court records show that Asare was initially charged with five offenses following his arrest on Nov. 12, 2025.

The charges included felony possession with intent to distribute a Schedule I or II controlled substance, felony eluding police, driving without a license, operating an uninsured vehicle and possessing or using vehicle registration or license plates to which he was not entitled.

The four charges other than the drug offense were dropped by prosecutors on Feb. 5, 2026, according to court records.

The drug charge proceeded to Arlington County Circuit Court, where a grand jury returned a true bill of indictment on Feb. 23.

Asare entered a guilty plea, and the court ordered a presentence report on March 23. His sentencing hearing, originally scheduled for July 17, was continued at the defense's request.

On Oct. 16, the court imposed a 20-year prison sentence, suspending 10 years and leaving 10 years to serve. The court also ordered five years of supervised probation beginning upon his release.

Court records list Asare's residence as Woodbridge, and identify Thomas F. Koerner Jr. as his attorney.

Prosecutor Cites Risks To Community

"The combination of an extended high-speed pursuit and the possession of a substantial quantity of carfentanil created extraordinary risks to our community," Arlington County Commonwealth's Attorney Parisa Dehghani-Tafti said in a statement. "We gratefully acknowledge all of our staff involved, and our regional law enforcement partners whose work brought this case to a safe conclusion."

At the time of the chase, Asare was free on bond in Maryland in connection with separate drug and eluding offenses, according to the Commonwealth's Attorney's Office.

As conditions of his probation, Asare must undergo mental health and substance use evaluations and treatment. He must also obtain employment within six months of his release and abstain from drugs and alcohol.

Court records also show that Asare was assessed $628 in court costs. No fine was imposed.
