Loudoun County Public Schools Superintendent Called To Testify Before Congress

Aaron Spence is one of three witnesses called for a hearing on parental rights and other school issues.

ASHBURN, VA – Loudoun County Public Schools Superintendent Aaron Spence has been called to testify before the U.S. House Committee on Education and the Workforce.

In a press release, the committee announced a June 10 hearing titled “Breaking Trust: Attacks on Parental Rights, Inappropriate Content, and Legal Abuses in America’s Schools.”

Three witnesses are listed so far: Spence, San Francisco Unified School District Superintendent Maria Su and Chicago Public School Superintendent and CEO Macquline King.

Spence has been the Loudoun County superintendent since September 2023. He was superintendent of Virginia Beach Public Schools for 9 years.

It’s unclear what specifically has prompted this hearing and Spence’s involvement, but a few Loudoun County cases have drawn national attention with regard to gender and locker and bathroom use.

In September 2025, the Trump administration found that Loudoun County Public Schools had violated federal education policies and discriminated against two male students in its handling of sexual harassment claims in a controversial case involving a trans student using a boy’s locker room. LCPS concluded on the contrary that two boys had harassed a classmate trying to use a locker room appropriate for their gender.

The school system has declined to enter the federal government's resolution agreement on the issue and is at risk of losing all federal funding.

The county was previously under scrutiny for its handling of a series of sexual assaults that occurred in two high schools, including in a bathroom, which became a flashpoint for bathroom gender discourse, though no students in that case identified as transgender. Ultimately, the main issue in that incident appears to have been the school system’s attempt to deal with an assault accusation by transferring the accused student.

Loudoun’s prior school superintendent, Scott Ziegler, was fired over his handling of the assaults. Ziegler would go on to be convicted of retaliation against a teacher who testified against him, but that conviction was set aside by a judge.

Loudoun County public schools maintain a gender inclusive policy that provides freedom for students to use facilities corresponding to their consistently asserted gender identity, with accommodations to be provided to students who request extra privacy. Schools in the county are also directed to use a student’s chosen pronouns and in cases where parents object to a student’s choice, to attempt to work with the family toward a resolution.

The county also has several very active social media groups for parents with memberships in the hundreds and thousands, which generally advocate conservative positions on gender questions.

Neighboring Fairfax County has also drawn the attention of the administration for its criminal justice policies.

The hearing is scheduled for June 10 and 10:15 a.m. It will be chaired by Rep. Tim Walberg (R-MI).
