LCSO Launches Proactive E-Bike Safety Program

The Loudoun County Sheriff's Office has launched an e-bike safety, awareness and reporting program.

Loudoun County, VA (June 15, 2026): The Loudoun County Sheriff's Office (LCSO) has launched a proactive e-bike safety program aimed at addressing the growing number of community concerns about dangerous e-bike activity across the county — particularly by juveniles.

The LCSO leads the Washington metropolitan region in e-bike safety initiatives and has now added an e-bike complaint category to its existing online traffic complaint form. Also, the LCSO will be deploying School Resource Officers (SROs) during the summer months to follow up on complaints by educating individual parents and juveniles.

"We continue to hear about unsafe e-bike behavior from residents across Loudoun County, and we take these concerns seriously," said Sheriff Mike Chapman. “This new initiative expands our focus on juveniles who ride these types of bikes. Our goal is not to punish, but rather to ensure sure that riders and their parents understand Virginia’s laws and make well-informed decisions when purchasing and operating e-bikes on our roads."

Residents can now submit e-bike safety concerns directly through the LCSO's online traffic complaint form linked on the main page of the LCSO website or this direct link. Complaints are reviewed by LCSO supervisors and routed to SROs for follow-up. The form allows residents to report the location, date and time, and nature of the activity, and to upload photos or video if available. Anonymous submissions are accepted by entering “Anonymous” in the name fields.

When a complaint identifies a specific juvenile or home address, a SRO will attempt to make direct contact with the parent or guardian for a brief educational conversation — reviewing Virginia's e-bike laws, providing e-bike safety resources, and ensuring that parents and guardians are aware of the community’s concern.

"Our SROs have built strong relationships with young people and their families across this community," Sheriff Chapman said. "Putting SROs on the front end of this issue — knocking on doors, talking to kids, connecting with parents — is exactly the kind of proactive, prevention-focused work they do best. We would rather have that conversation up front than after responding to a serious injury."

When a complaint describes recurring dangerous activity at a specific location and time — but the riders are unknown — the LCSO will increase its presence in that area to prevent unlawful activity and engage directly with riders to provide education and safety information. This approach will likely add more structure and accountability to the LCSO’s current practices.
