PURCELLVILLE, VA – Dozens of Loudoun residents are displaced after six income-restricted, federally assisted apartment buildings in Purcellville were evacuated on Thursday due to unsafe conditions, the Loudoun County Department of Building and Development announced.
The complex has a recent history of complaints.
According to a release from the Department of Building and Development, the evacuation of the Purcellville East Apartments located at 110-120 N. 16th Street was prompted by a visit to one building by Loudoun County Fire and Rescue on Oct. 25. During that call for service, fire and rescue personnel noted unsafe conditions, including damaged stairways to the buildings' second floors.
Building officials were called and confirmed that the stairways to the second-floor apartments of six buildings were a hazard.
The Loudoun County Fire Marshal's Office posted unsafe structure notices at the apartment buildings on Thursday and alerted residents.
A total of 24 units, housing 55 people, were affected. Two affected units aren't currently occupied. Residents on the first floors of the apartment buildings have been allowed to stay in their homes.
The county government says multiple departments and agencies are helping residents and pets find other places to stay until the problems are solved, and fire crews are helping displaced residents gather their belongings.
Purcellville East is privately owned and managed, but it is supported by federal housing programs, including USDA Rural Housing financing and the Low Income Housing Tax Credit program.
Loudoun County's 2026 apartment guide lists rents at the income-restricted complex as starting at $746 for a one-bedroom apartment and reaching $828 for a three-bedroom. According to the Affordable Housing Hub website, the complex contains 46 units.
In May, the Purcellville government said it was in discussions about what to do about violations involving leaking water, tall grass and piles of junk at the properties. In September, complaints were made about uncollected garbage.
Residents currently affected by the unsafe structure order may call Loudoun County for assistance at (703) 777-0420.
