Ashburn Area Restaurant Inspections: Violations At 19 Locations
The Loudoun County Health Department inspected a number of restaurants recently in Ashburn and Sterling, including 19 that had violations.
ASHBURN, VA — Officials from the Loudoun County Health Department inspect several restaurants around Dulles, Ashburn, and Sterling from Sept. 15 to Sept. 21, including an array of locations with violations.
As coronavirus restrictions continue to fluctuate, health inspectors are returning to conduct restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.
Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

- Handwashing sink observed without hot running water in rear and in front coffee prep/service area.
- Handwashing facilities in front and back food prep/storage area observed without paper towels.
- Several live flies and fruit flies observed in rear food storage area near office.

- Rice and peas are ready to eat and have not been labeled.

- There is ice build up in the bottom of the freezer.
- The dish machine is not operational.
- Facility does not have a maximum temperature registering thermometer or other means to verify that the dish machine is sanitizing.
- Water is dripping from the ceiling of the kitchen in multiple locations.
- There are missing tiles at the curbed cleaning facility.

- MGMT informed inspector that hands were being washed in the 3 VAT sink since the faucet for the hand sink was not functioning.
- Hand sink is found to have a faulty faucet preventing water from reaching 100F

- Hand towels were not available at the handwashing sink in the prep/3 basin sink area.
- EHS observed multiple single-use ice cream containers & spice containers being re-used for storage purposes.

- Upon inspector arrival there was no certified food manager on the property.
- Upon arrival hand sinks were not reaching 100F
- Upon arrival inspector was informed that establishment does not sanitize food contact surfaces and dishes, but rather just uses soap.
- Observed Cooked Lentils from night before in Delfield 3 DR in back at 51F and Mayo left out at room temperature typically used to make "spicy sauce"
- Observed Ambient Air Thermometer on outside and inside of 3 DR Delfield upright to be broken.
- Observed several tongs used to cook kabobs to be stored on oven handle.
- Observed 3 DR Delfield upright to not be holding temperature above 50F.

- Person in charge (PIC) unable to make sanitizer bucket.
- After picking up spatula utensil from floor, employee on cook line did not wash hands.
- Observed two employees touching ready to eat foods with bare hands.
- Handsink is blocked preventing its use.
- Most foods uncovered in prep coolers.
- Spatula dropped on floor was used to prepare food on line prior to washing.
- Broccoli hot held at 70F on line.
- Walkin is not holding proper temperatures. Broccoli, bean sprouts, noodles, lettuce, shrimp, chicken, beef, pork holding over 41F.

- Date inspected: Sept. 16
- Total violations: 4
- The person in charge was unable to describe the signs, symptoms, and exposures of foodborne illnesses.
- Observed food employee eating in kitchen.
- Observed raw fish and raw steaks next to RTE food.
- Observed soup broth with lid on cooling from the day before at a temperature of 52F.

- Date inspected: Sept. 17
- Total violations: 8
- Observed Hand Sink to not be reaching 100F and producing water hot enough for effective hand washing.
- Observed Mozzarella Cheese at line to be 50F, shredded cheddar at 50F, Provolone Cheese at 50F, and cooked chicken at 50F. Romaine Lettuce (shredded) in 2 DR UC found to be 45F.
- Observed there to be no ambient air thermometer in the 2 DR UC at the line.
- A large amount of various employee foods are mixed in with for sale foods in the dry storage area and walk in. Employee items in the reach-in cooler are not properly separated from food items intended for customers
- Observed Several Containers were found wet nesting in the back. The water was pooled in the containers preventing adequate air drying.
- DR UC is pooling water.
- Facility is not generating water to meet hot water requirements to handsink and 3 vat sink, will follow up.
- Observed a massive amount of physical employee items and food in the back area.

- Observed hand sink in bar area without soap.
- Observed raw shell eggs store next to gallon milk.
- Observed tzatziki sauce not date marked for disposition.
- Observed no asterisk on the menu to indicate what food item are raw or undercooked.
- Observed frozen salmon thawing in reach in cooler in plastic wrapping.
- Observed the guard in the ice machine with a dirt and grime.
- Observed the hand sink next to dish washer was clogged and will not drain.

- High temperature dishwasher not reaching sanitizing temperatures. The plate thermometer reach a temperature of 156F and needs to reach 160F.
- Observed in the walk in freezer food items being store on the floor.
- Observed thermometer being stored in sanitizing solution.

- Total violations: 4
- Scoops in use for red beans, rice, and mashed potatoes on the line were found stored in a dipper well that was not running, in stagnant water.
- EHS observed a moderate leak coming from the ceiling with a catch bucket. The leak is located directly in front of the walk-in cooler and poses a risk of contaminating food/food contact surfaces that are being placed in or taken out of the walk-in cooler.
- There is no hand soap at the handwashing station by the three basin sink.
- The facility does not have verifiable means of an employee health reporting policy.

- Observed 2 milk cartons cold holding at 49F in the Milk Holding Unit (on right customer facing) and 3 String Cheeses at 45F in the reach through.

- PIC (person in charge) does not have an Employee health policy.

- The person-in-charge (PIC) has not maintained daily oversight of the kitchen tasks relating to food employees job duties in the areas of cross-contamination and sanitizing of food contact surfaces.
- Observed manager eating a few pieces of a meal in the prep area by the 3 basin sink.
- Observed many food employees handling cell phones and touch their faces prior to handling single use gloves for food handling while on the cook line.
- Observed two employees washing their hands in the 2 basin prep sink after instructed by the manager to wash their hands prior to handling unwrapped single use gloves for food preparation.
- Observed hand soap dispenser at front counter hand sinking not working currently. Hand soap was not coming out of the soap dispenser.
- Observed raw chuck roast with the label "Not for resale" on the outside of the food package. Raw chuck roast was located in the walk-in freezer. EHS counted 10 raw chuck roasts in the walk-freezer. Raw chuck roast was commingling with other food items in the walk-in freezer and was not labeled for "staff use only or personal food".
- Raw animal food stored over ready-to-eat food in the refrigeration unit. Raw animal were observed above other raw animal foods that did not go by minimum cook temperature. Raw beef in the sandwich cooler above ready-to-eat peanut sauce. Raw shrimp and catfish in the walk-in cooler were observed above shredded carrots, garnish and tofu. Raw chicken wings were observed above raw beef in the walk-cooler at the speed rack.
- The following food contact surfaces were observed washed and rinsed and either put away or put on the cook line for use: metal tongs, 2 red colanders and rice spatula.
- Observed sliced tofu puff and cooked chicken wings made on Sunday to have no date marking on the outside of the container.
- Observed veggie rolls on cook line above sandwich prep coolers. EHS took an internal temperature of 68F from one veggie roll with cooked shrimp. Manager stated to EHS that veggie rolls are made at noon and discarded at 3:00 PM. EHS observed no time marking label on the container.

- Person in charge (PIC) unable to provide a certificate for Certified Food Manager (CFM) during inspection.
- High temperature dishwasher thermometer not functioning adequately.
- Social House Kitchen & Tap, 25370 Eastern Marketplace Plaza #100 South Riding, VA 20152
- Date inspected: Sept. 21
- Total violations: 3
- Foods uncovered in prep coolers.
- Hot hold up front is not holding at 135F. Beef, chicken and sauce are holding at improper temperatures.
- Kitchen has screen separating kitchen as garage doors are open. Facility is not using screen. The hallway going to the kitchen is also not protected. Numerous flies throughout the kitchen.
