Ashburn Health Inspections: California Tortilla, Mission BBQ
The Loudoun County Health Department recorded violations at several facilities around the Ashburn area during recent inspections.
ASHBURN, VA — Several facilities around Ashburn recorded violations during recent inspections from the Loudoun County Health Department between Aug. 10 and Aug. 17.
Most COVID-19 restrictions around the state have relaxed, so health inspectors are returning to conduct some restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.
Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection

- Total violations: 3
- Observed no paper towels at the bar sink.
- Observed the tip of the soda gun with a build up of dirt and debris.
- Observed gazpacho soup 45F made the day before in walk in cooler was at an improper cold holding temperature.
- Agni Indian Cuisine, 46005 Regal Plaza #140 Sterling, VA 20165
- Date inspected: Aug. 10
- Total violations: 6
- The establishment does not have a certified food protection manager on staff.
- The establishment has no employee health reporting policy.
- Establishment is unable to provide procedures for employees to follow when responding to vomiting or diarrheal events.
- Date marking of foods is not being performed in this facility.
- EHS found a container of tilapia in reduced oxygen packaging (ROP) thawing in the walk-in cooler.
- EHS observed many single use containers with original labeling for garlic cloves repurposed as containers to house spices/dry goods.

- Total violations: 6
- The establishment was not able to provide an employee health reporting policy ie verifiable means that employees have been trained in the signs and symptoms of food borne illness.
- Establishment does not have a policy or procedure for the proper clean-up of Vomit or Diarrheal events.
- Observed raw chicken stored over raw pork (ribs) on a speed rack in the walk in cooler.
- The high temperature dish machine is not reaching the minimum temperature required to achieve sanitization of food contact surfaces. The dish machine is only reaching to 149F, 160F is the minimum.
- A container of whole brisket, and a container of chopped brisket in the walk-in cooler from the night before were tempted above 41F (44-43F).
- The establishment does not have test strips to test the sanitizer concentration used at the three basin sink and in sanitizing buckets.

- Observed the guard on the ice machine and the bottom part where the juice comes out with an accumulation of dirt and debris.

- Food employee observed cracking raw shell eggs for an order of fully cooked scrambled eggs (for immediate service) while wearing gloves. The food employee then proceeded to handle ready to eat foods (fries) without changing their gloves.

- Observed cantaloupe 59F, cut tomatoes 51F, diced ham 46F, skim milk 45F, and whole milk 48F at an improper cold holding temperature.
- Observed on the evening menu that burgers are offered under cooked without a consumer advisory.

- Handwashing sink at the bar observed without paper towel.
- Can of pesticide to kill fly, ants and roaches observed stored under the food prep table next to a closed container of flour in the kitchen.

- Food such as bags of onions and can food observed stored on ground.

- Facility has hooked up quat sanitizer to their low temperature dish machine at the bar. The quat sanitizer states on the bottle that it is for manual ware washing (60 second contact time requirement). Glasswares are not sufficiently getting sanitized after cleaning and before use.

- Abundance of cleaning utensils (brooms, mops, etc.) observed stored in front of the hand sink in the Peets coffee side of the establishment.
- Sliced chicken breasts for salads observed packed tightly and stacked on top of a half sheet tray in the low boy prep cooler. Sheet tray was also wrapped tightly with saran wrap. According to the Person in charge the chicken has been cooling for roughly 3 hours. Chicken registered at 66F.

- This food establishment does not have an employee, with management and supervisory responsibility, that is a Certified Food Protection Manager (CFPM) in that person in charge (PIC) unable to provide CFPM for any employee of the facility.
- PIC in charge unable to provide the signed copies of Food employee reporting agreement (Form 1B) that are reviewed by the food employees.
- Soap was not provided at the hand washing located at next to the three compartment sink.
- Sliced tomatoes, cut lettuce, ham, turkey, chicken and roast beef registered at 47°F to 54°F in open top section of low boy refrigerator.
- Sliced tomatoes, cut lettuce and tuna salad registered at 41°F in lowboy refrigerator in front food service area. Said unit registered operating at 58°F.
- Low boy refrigerator registered at 58°F. Said unit observed holding temperature control for safety food items.

- Total violations: 5
- The person in charge, (PIC), is not properly training and monitoring staff to monitor the cooling, hot holding, and cold holding of food.
- Employee was asked to reheat cooked beef and chicken that were observed hot holding below 135 F in counter warming unit. Employee observed reheating the beef to 135 F then placing back into warming unit.
- Food items to include cooked beef and chicken was observed held at 117 F for beef and 132 F for chicken, in the counter warming unit. These food need to be held at 135 F or higher.
- Raw chicken, raw fish, and raw shrimp was observed with internal temperatures of 44-45F while cold holding in cooler below grill. These foods need to be held at 41 F or less.
- House made corn salsa on line was overserved at 52F on prep unit on line. The corn salsa was roasted about 4 hours ago and when asked, staff was not monitoring the cooling time / temperature.

- Food employee observed utilizing cell phone in the back prep area upon start of the inspection. Employee then observed donning gloves to make an order for a customer without first washing their hands.
- Ingredients missing from certain food labels of the packaged food in the grab and go cooler. -Facility appears to have updated the caesar salad label (from last inspection observation) but "egg" is missing from the allergen statement - peanut butter chocolate muesli- sub-ingredients are missing as well as allergen statement - The Cherry almond overnight oats had the wrong ingredient label attached it was labeled with the peanut butter chocolate muesli labels - fruit and yogurt parfait- sub ingredients are missing as well as allergen statement ( parfait contains cashews in the granola)
- Rebel Taco Cantina, 22850 Brambleton Plaza #101 Ashburn, VA 20148
- Date inspected: Aug. 16
- Note: This was a failed pre-opening inspection.
- Cement floor either has not been sealed or was sealed poorly with edges and cracks crumbling. Hole in cement floor at entrance of walkin. Owner advised the floor had been sealed and those areas will be repaired and sealed again.
- There is no coving in locations in the kitchen and the coving in some locations is 1x6" pvc board. There must be coving around the entire kitchen.
- There is a large garage door at the bar which will remain open with no pest/barrier entry to the kitchen. Spoke with owner who will install air curtains to create a pest barrier and until then use a plexiglass barrier.
