Ashburn Health Inspections: Flies In Kitchens
The Loudoun County Health Department recorded violations at several facilities around the Ashburn area during recent inspections.
ASHBURN, VA — Several facilities in the Ashburn area recorded violations during health department inspections between Sept. 20 and Sept. 26.
COVID-19 restrictions around the state have relaxed, so health inspectors conduct most restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.
Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

- Total violations: 2
- Observed raw chicken and raw lamb stored directly with one another in cooler. Prevent potential cross contamination by not storing raw animal foods over ready to eat foods.
- No text strips to test Quat sanitizer.

- EHS observed a bicycle stored in the dry storage portion of the facility in direct contact with to-go and single use containers. Food and food contact surfaces shall be protected from sources of contamination by separating them. Person in charge (PIC) moved the employees bicycle to the area that employee items and chemicals are stored.
- 2 metal spatulas observed stored in between equipment on the line and several scoops for ice cream/butter was observed stored in stagnant water that measured 134F and 132F. In-use utensils that are stored in between uses shall be stored on a clean, dry surface, in water that is 135F or more, or in constantly running water with enough velocity to wash away food particles. PIC removed all utensils, and changed the water so that it registered over 135F.
- EHS observed that a new water filtration system has recently been installed. Upon inspection, a leak was observed stemming from the old system and appears to have been incorrectly closed. Water is dripping through a hose directly into a bucket that is overspilling on the floor causing standing water at the ice machine. Plumbing systems shall be in good repair. Repair this leak as soon as possible.

- Kitchen manager could not locate proper documentation of an employee health policy showing kitchen staff are properly trained to report symptoms of illnesses transmittable through food. Manager must document staff training.

- All handwashing facility in the facility observed without paper towels.
- Time/temperature control for safety (TCS) foods must be held at 41°F or below in that cooked chickpeas and butter masala sauce prepared and held in the reach in refrigerator in front food service area registered at 48°F. As per the cook said food was taken out and left at food prep table for about 30 minutes then placed back in the reach in refrigerator.
- Time/temperature control for safety (TCS) foods must be held at 41°F or below in that several small containers of yogurt sauce prepared and held in the reach in refrigerator in front food service area registered at 50°F for more than 24 hours. Said unit registered operating at 50°F.
- There were no temperature measuring device located in the reach in refrigeration units.
- Clean knife was found stored at the between cooler lids.

- Observed raw chicken stored over ready to eat food in cooler. Prevent potential cross contamination by not storing raw animal foods over ready to eat foods.
- Observed chicken and cooked cauliflower cold holding at improper temperature (F). Time/temperature control for safety (TCS) foods must be held at 41F or below to prevent growth of harmful bacteria.

- Total violations: 3
- No employee health reporting policy was available. Verifiable means that employees have been trained in the signs and symptoms of food borne illness and how to report them must be available for review when requested. EHS gave person in charge (PIC) master copies in English and Spanish of form 1B. PIC made copies and had all staff read and sign form 1B.
- No signage reminding employees to wash their hands is located in either bathroom. Signage reminding employees to wash their hands must be posted at all hand sinks utilized by employees. Provide signage.
- A box of raw shell eggs was observed stored over celery (ready to eat). Food shall be protected from sources of cross contamination by separating raw proteins from ready to eat (RTE) foods. Box of eggs was moved to the bottom shelf of the reach-in cooler.

- The hand sinks near the oven and the back kitchen line are not equipped with hand soap for proper hand washing.
- The ventilation system is overdue for cleaning/maintenance. Tag on suppression system indicates it expired in 2022.

- TCS (Time temperature control for safety) foods are cold holding at improper temperatures (spring mix 56F, cut tomatoes 57F in the prep cooler on the line. This is a repeat violation. The cooler has not been serviced. According to the PIC the technician is scheduled to come today at 4pm.

- The person in charge installed an automatic hand soap dispenser on its side at the bar dish machine. Soap is not dispensed from the dispenser due to it being installed on its side. Soap not provided at the bar hand sink.
- TCS (time temperature control for safety) foods are cold holding at improper temperatures in the pizza sauce cooler. Temperatures have improved since last weeks routine inspection however they are still not maintaining 41F or less. Red sauce 45F Cream sauce 45F Pesto sauce 45F The ambient air temperature of the cooler is reading at 45F The toppings cooler has been repaired and is maintaining TCS foods at 41F or less.

- Upon the start of the inspection there was no person in charge. Staff member tending the bar stated that the GM is off today and that there is not a person in charge coming until later. The restaurant opens at 7am.
- Third pan container of raw chicken improperly stored over containers of ready to eat condiments (mayo, mustard etc.) in the low boy cooler on the cook line.
- When tested the low temperature sanitizing dish machine registered at 0ppm sanitizer. Wares not sanitized after cleaning and before use at the dish machine.
- Improper methods used to thaw reduced oxygen packaged salmon in the walk in cooler. Salmon is removed from the packaging at the low boy cooler on the line but the salmon in the walk in was still in its sealed packaging.

- Employee observed washing his hands at the dump sink. Instruct food employees to clean their hands in a handwashing lavatory. Food employees may not clean their hands in a sink used for food preparation or utensil washing.
- Raw shrimp/chicken/ beef stored above ready to eat food in the walk in cooler. Prevent potential cross contamination by not storing raw animal foods over ready to eat foods.
- Employee observed washing a bowl in the dump sink and didn't sanitize it afterward. Sanitize equipment food-contact surfaces/utensils using any of the following methods: A) In manual hot water operations by immersion for at least 30 seconds; B) In mechanical hot water operations by achieving a utensil surface temperature of 160 F; or C) Using sanitizing chemicals in manual or mechanical operations that have the following contact times: 1) At least 10 seconds for a chlorine solution; 2) At least 7 seconds for a chlorine solution of 50 mg/L that has a pH of 10 or less and a temperature of at least 100 F or a pH of 8 or less and a temperature of at least 75 F; 3) At least 30 seconds for other chemical sanitizing solutions.
- Observed time/temperature control for safety foods (TCS) not properly dated for disposition. Foods not labeled include: cooked pork, beef, soup. Ready to eat TCS foods held over 24 hours must be date marked with either made on date or date the food item must be consumed not to exceed 7 days.
- Ethanol for the warmers stored on the top shelf of the kitchen counter. Store the chemicals on the bottom shelves to prevent possible food contamination.
- Multiple food containers stored on the floor of the walk in cooler.
- Wet towels stored on the kitchen counter throughout the kitchen. Provide a sanitizer bucket to store the wet towels.

Cool TCS (time temperature control for safety) foods from 135F-70F within 2 hours and from 135F-41F or less within a total of 6 hours.
