Ashburn Health Inspections: Goalie Sports Grill, Chin-Chin Cafe

The Loudoun County Health Department recorded violations at several restaurants around the Ashburn area during recent inspections.

ASHBURN, VA — Several facilities in the Ashburn area recorded violations during health department inspections between Dec. 27, 2023 and Jan. 2, 2024.

COVID-19 restrictions around the state have disappeared, so health inspectors conduct most restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.

Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

  • Cafe Hyderabad, 22621 Amendola Terrace 160 Ashburn, VA 20148
    • Date inspected: Dec. 27
    • Total violations: 6
      • Time/temperature control for safety (TCS) foods must be held at 41°F or below in that one open container of heavy cream and raw shell eggs in the low boy refrigerator in kitchen area registered at 48°F. Said unit registered operating at 48°F.
      • Date marking not provided for all prepared ready to eat food items such as chicken biryani, vegetable biryani, peanut sauce, raita (yogurt sauce), salan (cooked peanuts, sesame, onions and tomatoes sauce) and chicken curry in refrigeration unit in the facility. Prepared ready to eat TCS foods held over 24 hours must be date marked with either made on date or date the food item must be consumed not to exceed 7 days. As per the PIC said food items were prepared more than 24 hours prior and can be held for up to 5 days.
      • No written procedures for the use of time as a public health control for TCS foods in that several take out plastic containers of cooked fish pulusu, chicken fry, carrot kobari soft pachadi, beaus fry observed on front counter. As per the PIC said food were ordered for pick up within 2 hours.
      • The low boy refrigerator holding heavy cream and raw shell eggs observed operating at 48°F in kitchen. Refrigeration units holding TCS food items shall be operating at 41° or less.
      • Inner walls and the plate of microwave observed dirty with old food debris.
      • The cutting board along the low boy refrigerator are heavily scratched and scored. The food contact surface is no longer easily cleaned and sanitized due to condition.
  • Manhattan Pizzeria & Luv'n Berry, 43930 Farmwell Hunt Plaza #108 Ashburn, VA 20147
    • Date inspected: Dec. 27
    • Total violations: 3
      • Hand washing sink in the kitchen by the chest freezer was blocked.
      • There is no available Chlorine sanitizer in dish machine. Sanitizer is reading 0 parts per million. Maintain 50-100 parts per million in a dish machine using Chlorine sanitizer for proper sanitization.
      • Light bulbs in the kitchen aren't shielded.
  • Popeye's Louisiana Chicken, 20460 Heron Overlook Plz Ashburn, VA 20147

    • Total violations: 1
      • In-use utensils and/or dispensing utensils observed improperly stored in standing water. the water temperature was at 110 degrees.
  • Makani Restaurant & Lounge, 23070 Oak Grove Rd # 150 Sterling, VA 20166
    • Date inspected: Dec. 28
    • Total violations: 5
      • Only one employee has signed form 1B (Employee Health Reporting Policy). Verifiable means that all food employees have been trained in the signs and symptoms of food borne illness and how to properly report them. Have all employees read and sign this document and keep within the facility for review when requested.
      • Raw Chicken and raw sausage was observed stored over garlic cloves. Food shall be protected from cross-contamination by separating raw animal proteins from each other, and from ready to eat (RTE) foods, and arranged from lowest internal cook temperature to highest. Employee moved the raw chicken to the bottom shelf, the raw sausage to the middle shelf, and the garlic to store on top.
      • A container of Cooked Gyro Meat was found cold holding at improper temperature (56F). Time/temperature control for safety foods (TCS) that are ready to eat (RTE) must be maintained at 41F or less. Employee moved the Gyro meat to the freezer so that it could rapidly cool.
      • A container of cooked gyro meat was found with no date label. When keeping TCS RTE foods longer than 24 hours, the date that the food item was prepared/opened or a date not to exceed 7 days from the date that the food item was prepared/opened shall be labeled on the food/container. Employee date labeled the container of gyro meat.
      • A box of chicken was found stored on the floor of the kitchen. Foods shall be protected from sources of contamination by storing them at least 6" off the floor. Employee moved the box of chicken off the floor.
  • Glory Days Grill, 42010 Village Center Plaza #180 Stone Ridge, VA 20105
    • Date inspected: Dec. 28
    • Total violations: 3
      • Women's rest room and handsink at 3 compartment sink did not have disposable hand towels available. PIC replaced hand towels at both sinks. Corrected at inspection.
      • Sliced and cooked onions observed being cooled in containers that do not facilitate adequate cooling. Person in charge relocated onions to a sheet tray to reach proper cooling temperatures. Corrected at inspection.
      • Reduced oxygen packaged salmon observed thawing intact in original packaging. Remove fish that has been packaged in a reduced oxygen environment prior to thawing in a refrigerator that maintains food temperature at 41 F or less, or immediately upon completion of thawing if thawed by completely submerging the package(s) under running water at a temperature of 70 F for a time period that doesn't allow the thawed portions of the fish to exceed 41 F for more that 4 hours including the time to cool back down to 41 F in the refrigerator if not immediately cooked.

    • Total violations: 3
      • The facility has employee health records, but not all employees have read and signed off as to receiving this training. Verifiable means that all food employees have been trained in the signs and symptoms of food borne illness and how to properly report them must be available for review when requested. PIC had all employees read and sign form 1B during the inspection.
      • A spray bottle with a clear liquid inside was observed in the dish washing area with no labeling. When taking toxic materials (cleaners) from bulk supplies, the common name of the material must be labeled on the working container. Person in charge labeled the spray bottle.
      • No test strips to monitor the concentration of chlorine for the low temperature dish machine are available within the facility. Testing strips or other device that monitors the concentration of chlorine as a sanitizer for the low temperature dish machine must be provided. Provide chlorine test strips or other device to test the chlorine sanitizer.

    • Total violations: 3
      • Observed Hand Sink by the 3 VAT sink used to store sanitizer bucket, utensils, and steel wool.
      • Observed Door sweep at back door to be partially detached/rusted and incapable of maintaining seal to the outside. Observed centipede like creature, a fruit fly, and the back half of a beetle shell by said area.
      • Observed the automatic hand soap dispenser at the handwashing sink by the warewashing area to in need of battery replacement and not properly dispensing.

    • Total violations: 8
      • A food employee was observed cleaning their hands in a food preparation sink.
      • The handwashing facility located across from the cook line is blocked, preventing access by employees for easy handwashing.
      • Observed raw chicken and salmon stored over ready to eat food in walk in cooler. Prevent potential cross contamination by not storing raw animal foods over ready to eat foods.
      • Observed raw shell eggs and garlic mix cold holding at improper temperature (60F). Time/temperature control for safety (TCS) foods must be held at 41F or below to prevent growth of harmful bacteria.
      • Improper methods used to thaw vacuumed packaged tuna fish.
      • Employees observed using raw chicken cardboard top to store the fried chicken on it.
      • Tall reach in cooler door gasket is falling off.
      • Inside the ice machine observed with mildew.

      • Observed several food items stored uncovered in cooler. Prevent potential cross contamination by not storing raw animal foods over ready to eat foods. - Store food so that it is protected with covers or wrappings. Employee covered foods to prevent contamination.
      • Observed meatballs hot holding at improper temperature (F). Time/temperature control for safety (TCS) foods must be hot held at 135F or above to prevent growth of harmful bacteria.
  • Goalie Sports Grill LLC, 21610 Atlantic Blvd Sterling, VA 20166
    • Date inspected: Jan. 2
    • Total violations: 8
      • Hand sink by grill line observed without soap. Soap shall be provided at all hand sinks.
      • Hand sink by grill line blocked from use. A ladder, broom, and 4 5-gallon containers of oil are blocking access to the sink. Hand sinks shall be accessible for use at all times.
      • The food contact surfaces of plastic food containers and cutting boards stored on shelf beside the ice machine observed unclean. The coffee pot and filter area observe with an accumulation of thick black and white fuzzy residue. Food contact items shall be properly cleaned after use and stored clean.
      • Observed spray bottle of degreaser stored on shelf with cans of whipped cream and plastic single-use containers and above containers of cooking oil. Toxic substances shall be properly stored so as not to contaminate food or food contact surfaces.
      • Observed a clean cutting board and ice bucket stored directly on floor. Clean food contact items shall be stored in a protected manner.
      • Two tubes of quaternary ammonium (quat) test strips are available and observed expired, June 2022 and July 2023. In-date test strips shall be readily available for testing the concentration of quat solution.
      • All equipment exterior surfaces, all sinks, all shelving, and floor in kitchen observed with accumulation of dust, debris and/or food residue. The physical facilities shall be maintained clean.
      • Observed many pieces of unused and/or broken equipment stored in kitchen to include pizza oven, warming ovens, hot dog warmer, coffee maker, and several large refrigeration units. The premises shall be maintained free of items that are unnecessary to the operation or maintenance of the establishment such as equipment that is nonfunctional or no longer used.

    • Date inspected: Jan. 2
    • Total violations: 1
      • Kitchen manager could not locate proper documentation which was filled out and signed of an employee health policy showing kitchen staff are properly trained to report symptoms of illnesses transmittable through food. Manager must document staff training.
  • Cava Mezze Grill, 19825 Belmont Chase Dr #100 Ashburn, VA 20147
    • Date inspected: Jan. 2
    • Total violations: 7
      • Observed front handwashing sink with no paper towels. Each handwashing sink or group of adjacent handwashing sinks shall be provided with individual, disposable towels. Person in charge (PIC) placed a roll of paper towel by the sink.
      • Observed containers of juice under raw chicken in the walk-in cooler. Separate raw animal foods from ready to eat food to protect from cross contamination. Person in charge relocated the juice away from the raw animal foods.
      • Observed knife with some accumulation of debris. Equipment food-contact surfaces and utensils shall be clean to sight and touch. PIC removed knife from knife holder and put it in the three-compartment sink to be wash, rinsed and sanitized.
      • Observed one pan of vegetable falafel (121°F) and one pan of white rice (131°F) not hot holding at the proper temperature. Time/temperature control for safety food shall be maintained at 135°F (57°C) or above. PIC discarded both pans. Observed a pan of white rice (116°F) not hot holding at proper temperature. Time/temperature control for safety food shall be maintained at 135°F (57°C) or above. PIC removed the white rice pan and reheated the rice to be 165°F or above.
      • Observed diced tomatoes not cold holding at proper temperature. Time/temperature control for safety food shall be maintained at 41°F (5°C) or less. PIC discarded the pan of cut tomatoes.
      • Observed cut cabbage (45F) cooling with a lid. When cooling the facility can choose an approved cooling method such as loosely covered, or uncovered if protected from overhead contamination, during the cooling period to facilitate heat transfer from the surface of the food. PIC loosely covered the prepped cut cabbage to facilitate the cooling process.
      • Observed ice machine with some residues on the sides of the units. Nonfood-contact surfaces of equipment shall be cleaned at a frequency necessary to preclude accumulation of soil residues. PIC will frequently clean the unit to avoid accumulation of residues.

    • Date inspected: Jan. 2
    • Total violations: 1
      • Observed pork shoulder hot holding at improper temperatures in prep table warmer bottom shelf. Time/temperature control for safety food shall be maintained at 135°F (57°C) or above. Person in charge told employee to reheat pork shoulder to 165°F.
