Ashburn Health Inspections: Phonomenal, BBQ Chicken, Tsaocaa

The Loudoun County Health Department recorded violations at several facilities around the Ashburn area during recent inspections.

ASHBURN, VA — Several facilities in the Ashburn area recorded violations during health department inspections between Aug. 30 and Sept. 5.

COVID-19 restrictions around the state have relaxed, so health inspectors conduct most restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.

Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

    • Date inspected: Aug. 31
    • Total violations: 3
      • Kitchen manager could not locate proper documentation of an employee health policy showing kitchen staff are properly trained to report symptoms of illnesses transmittable through food. Manager must document staff training.
      • Bowl used as scoop in mayo and tamarind sauces (ready to eat). Provide scoop with handle. Ready to eat foods cannot be handled with bare hands.
      • Observed raw chicken stored over raw foods in cooler. Prevent potential cross contamination by not storing raw chicken over other foods as chicken is cooked to higher temperatures to control for Salmonella.
  • Phonomenal, 20447 Exchange St Ashburn, VA 20147
    • Date inspected: Sept. 1
    • Total violations: 8
      • Employee's drinks stored on the kitchen counter (working station).
      • The handwashing facility located at the kitchen is blocked by rice warmer, preventing access by employees for easy handwashing.
      • There is no soap at the hand sink to wash hands. There must be soap available at hand sink for proper hand washing at all times.
      • Observed raw beef stored over ready to eat food in reach cooler. Prevent potential cross contamination by not storing raw animal foods over ready to eat foods.
      • There is no available Chlorine sanitizer in dish machine. Sanitizer is reading 0 parts per million. Maintain 50-100 parts per million in a dish machine using Chlorine sanitizer for proper sanitization.
      • Containers of cooked chicken observed in the walk-in cooler at 45-46 degrees Fahrenheit. Cooked time/temperature control for safety food shall be cooled: (1) Within 2 hours from 135 F to 70 F; and/or within a total of 6 hours from 135 F to 41 F or less.
      • Medicine bottles observed stored on the kitchen shelves.
      • Frozen chicken slacked at improper temperatures at the three compartment sink.

      • Only hand sink in facility back blocked by 24 cases of soda.\

    • Date inspected: Sept. 5
    • Total violations: 7
      • Kitchen manager could not locate proper documentation of an employee health policy showing kitchen staff are properly trained to report symptoms of illnesses transmittable through food. Manager must document staff training.
      • Employee's water bottle stored on the kitchen counter. Food employees may drink only from a covered container using a straw.
      • A food employee failed to wash his or her hands before engaging in food preparation, after touching raw chicken.
      • There are no paper towels at the hand sink to dry hands. There must be paper towels available at hand sink for proper hand drying at all times.
      • There is no soap at the hand sink by the kitchen door to wash hands. There must be soap available at hand sink for proper hand washing at all times.
      • Multiple utensils observed being stored in standing water.
      • Food contact surfaces of equipment and utensils are not finished to have a smooth, cleanable surface. Inside of the multiple Teflon pots and pans are scratched.

    • Total violations: 1
      • Items in the Reach in Milk Cooler by the buffet found cold holding above 41F: Yogurt 50F, 42F; and Milk 47F, 43F.
  • Tsaocaa, 43330 Junction Plaza 192 Ashburn, VA 20147
    • Date inspected: Aug. 30
    • Total violations: 5
      • Observed raw shell eggs and chicken stored over ready to eat food in cooler. Prevent potential cross contamination by not storing raw animal foods over ready to eat foods.
      • Burn cream observed on the kitchen counter. Store containers of medicines in an area that is not above food, equipment, utensils, linens or single service items.
      • Frozen chicken thawing on the kitchen counter.
      • Wet wiping cloths stored on the kitchen counter.
      • In-use utensils improperly stored in standing water between use.
  • Bourbon Bayou Kitchen, 44184 Ashbrook Marketplace Plaza Ashburn, VA 20147
    • Date inspected: Aug. 30
    • Total violations: 4
      • No test strips for sanitizer.
      • In use knives stored slid down in between equipment and drywall where there is no way to clean.
      • The salmon offered for sale does not have the documentation affirming it has been frozen for parasite destruction/farm raised/etc.
      • There was no documentation of employee health policy.
