Ashburn Health Inspections: Saigon Cafe, Tipicos Dona Gloria

The Loudoun County Health Department recorded violations at facilities around Ashburn and Sterling during recent inspections.

ASHBURN, VA — The Loudoun County Health Department recorded violations at several restaurants around Ashburn, Dulles, and Sterling. The most recent round of inspections occurred between June 22 and June 28.

Most COVID-19 restrictions around the state have relaxed, so health inspectors are returning to conduct some restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.

Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

      • An open container of Hummus was found without a date mark.

      • Observed several items in cold holding (not in a state of cooling) to be uncovered. Items include, but not limited to: Chicken Soup, Tomato Soup, Pico De Gallo, and Refried Beans.
      • Observed one dead wood roach in trap, along with several flies in back room by exit door.
      • Observed several fruit flies throughout the restaurant.
      • Observed ice scoop with handle laying in ice in the ice bin.
      • Observed "Holiday" Freezer at bar to have a lid that is not attached to unit. Please repair per manufacturers specifications.
      • Observed wet mop in a dry mop bucket, not in the draining section.

    • Total violations: 4
      • Verifiable proof of employee health policy training was not available for review for food service workers during inspection.
      • Employee was observed eating cut melon on line while preparing food. Another employee was observed drinking water from a water bottle then placed the cap back on bottle while still wearing gloves used on production line.

      • The low temperature chemical dish machine when tested showed no chlorine. The dish machine has been used today but is not sanitizing the food utensils.

      • Cooked eggs registered at 47°F in top section of lowboy refrigerator in food prep area. All other food items in said unit registered at 41°F or below.

    • Total violations: 3
      • Pre-portioned bags of cooked pasta were observed in the walk-in cooler with no date marking. An open bag of pre-cooked chicken was found in the walk-in cooler with no date marking.
      • This facility does not have verifiable means of an Employee Health reporting Policy.
      • When asked the Person in Charge (PIC) ie Manager was not able to list the 6 food borne illnesses, symptoms of illness or the internal cook temperatures of foods.

    • Date inspected: June 27
    • Total violations: 7
      • Knives found on a magnetic strip on the back wall by the three basin sink were found with food debris on them. Pre-made spring rolls were found stored directly on a dishwashing rack, reconstituted noodles found stored in a plastic grocery bag.
      • Beef Broth used for Pho was found hot holding at improper temperatures (108F).
      • No date marking is being done in this facility.
      • Cooked noodles were found cooling in the walk-in cooler with tight fitting lids and heavy condensation.
      • Salt, sugar and MSG containers on the line are not labeled.
      • A prominent leak was observed coming from the ceiling and dripping directly in the path of prepared food leaving the kitchen.
      • Scoops used for cooked rice were found in a container of stagnant water next to the rice cooker in the kitchen.
  • Lima de Vera Restobar, 20921 Davenport Dr 134-135 Sterling, VA 20165
    • Date inspected: June 27
    • Total violations: 8
      • The hand sink at the prep counter and the bar hand sink do not have hand drying provisions. Bar sink is missing signage to remind employees to wash hands.
      • Raw chicken was found stored above ready to eat (RTE) cooked noodles in the walk in cooler.
      • The low temperature dish machine (kitchen) sanitizer is registering 0ppm Chlorine. The bar dish machine is registering 10ppm Chlorine.
      • Food items on the line that are surrounded by ice are registering at improper temperatures for cold holding (Above 41F).
      • Raw Shell Eggs, Heavy Cream, Fish, seafood and beef broth are being held using time as the public health control with no written procedure or policy.
      • A consumer advisory is missing for several drinks that utilize raw shell eggs.
      • The facility does not have test strips to monitor the concentration of the dish machines or the sanitizer at the three basin sink.
  • O'Malley's /Grandpa Hank's Jamaican Kitchen(Holiday Inn Dulles), 45425 Holiday Dr Sterling, VA 20166
    • Date inspected: June 28
    • Total violations: 4
      • Tilapia filets were observed thawing within reduced oxygen packaging (ROP).
      • The Chlorine sanitizer for the low temperature dish machine is too high (300ppm).
      • Several containers of TCS/RTE foods were found in reach in coolers with no date marking.
      • A container of cooked pasta made the night before was found at improper temperature (51F). Chicken wings, turkey leg and a container of rice were found cold holding at improper temperatures.
