Ashburn Power Lines Proposal To SCC To Draw County Input

Loudoun County government said it will provide input in the State Corporation Commission's review of proposed power lines.

ASHBURN, VA — Loudoun County government will participate in the State Corporation Commission's consideration process for new Dominion Energy power lines along Route 7 in Ashburn as residents express concerns about the route and environmental impact.

After a closed session, The Board of Supervisors voted Tuesday to have county input in the State Corporation Commission process. Dominion Energy's Aspen-Golden 500-230 kV Electric Transmission Project proposal involves a new substation and new power lines along Route 7 between the current Aspen and Golden substations in Ashburn. Dominion Energy says it needs new infrastructure and upgrades to improve reliability to homes, commercial buildings, data centers and government services.

"I have heard from many landowners throughout Loudoun County who are troubled regarding the path of transmissions lines—those landowners include houses of faith, homeowners, and businesses," said Loudoun County Chair Phyllis Randall in a statement. "In addition, other stakeholders, such as environmental and preservation groups, have expressed concerns. Joining this case is an important move for the county to ensure residents and business owners in Loudoun have a seat at the table and a voice in the room as the SCC considers this application."

According to the county, the proposal includes a 9.4-mile double circuit overhead transmission line between the two existing substations. The route calls for above-ground power lines from around Goose Creek and Belmont Ridge Road to the south side of Route 7, and parallel to Loudoun County Parkway.

"The Board wants to protect our environmental and heritage assets that are located around this proposed project, which is why we are supportive of burying the transmission lines along Route 7," said Ashburn District Supervisor Michael Turner in a statement. "We also recognize that the SCC must weigh a number of factors before making a decision. The Board’s action will help us protect the interests of the Loudoun community by ensuring the SCC hears all the relevant evidence regarding this project."

The State Corporation Commission must decide whether there is a need for new electric transmission lines and will determine routes and structures. Dominion Energy's application to the State Corporation Commission was submitted on March 7.

Residents can follow the status of the State Corporation Commission case to learn when public comments will be accepted. Public hearings will also be scheduled.
