Ashburn Restaurant Inspections: Dead Flies, Dirty Knives
The Loudoun County Health Department recorded violations at several facilities around the Ashburn area during recent inspections.
ASHBURN, VA — Several facilities in the Ashburn area recorded violations during health department inspections between May 31 and June 6.
Almost all COVID-19 restrictions around the state have relaxed, so health inspectors are returning to conduct some restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.
Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

- There are no paper towels at the hand sink to dry hands. There must be paper towels available at hand sink for proper hand drying at all times.
- Observed items in front prep cooler cold holding at improper temperature (rice/cheese 51F, tomato 50F). Time/temperature control for safety (TCS) foods must be held at 41F or below to prevent growth of harmful bacteria.

- EHS observed an employee washing dishes in the hand sink located behind the front counter. Hand sinks are to be used for washing hands and no other purpose. Dishes shall be washed in the three basin sink exclusively so that they may be washed/rinsed/sanitized.
- EHS observed a container of raw chicken stored over a container of ready to eat (RTE) fried rice in the walk-in cooler. Raw animal proteins shall be separated from RTE foods, and arranged in a fashion that eliminates cross-contamination risks. EHS had employee rearrange so that the fried rice was stored on the shelf above the raw chicken.
- EHS found two spray bottles with a yellow liquid contained inside at the three basin sink with no identifying information. The liquid was confirmed to be oven & grill cleaner taken from a bulk gallon container. When using toxic materials from bulk sources, the common name of the toxic material must be labeled on the working container. Person in charge had an employee label the two spray bottles. Corrected.
- Several trays of thawing chicken breast were observed stored directly on the floor of the walk-in cooler. Foods must be protected from contamination by storing foods at least 6" off the floor. PIC had an employee move the chicken breasts to a shelving unit within the walk-in cooler.

- Observed several dead flies built up on top of the dishwashing machine.
- Observed bowl stored in ice bin used to scoop ice and tongs stored on the oven handle.
- Bleach test strips for testing sanitizer at the dish washing machine not available.

- Observed improper cold holding temperature of 2% milk 47F on counter food held cold should be maintained at 41F or below.
- Observed reach in cooler across from the food display non-time/temperature control foods (canned beverages) at 91F. When EHS place hand into cooler, heat could be felt coming from fan. Equipment should be maintained in good repair.

- Raw poultry must be cooked to an internal temperature of 165°F for 15 seconds before it may be offered for consumption. The raw chicken was not cooked to a sufficient temperature and time to eliminate pathogenic bacteria in that during the inspection the cook stated that the chicken being cooked on grill was fully cooked and ready to be moved to hot holding. Said chicken registered at 159°F in the thick center.

- A food employee's uncovered drink was observed by the grill area which may contaminate food. Food employees may have beverages in the kitchen areas as long as they are covered and consumed through a straw and stored in a manner that will prevent contamination to food, equipment, utensils, linens, and single service items.
- Blades of the tomato slicer observed with accumulation of food residues. Clean food contact surfaces of equipment and utensils between and after uses to prevent cross contamination.
- There is no available Chlorine sanitizer in dish machine. Sanitizer is reading 0 parts per million. Maintain 50-100 parts per million in a dish machine using Chlorine sanitizer for proper sanitization.
- The chicken tender was not cooked to a sufficient temperature and time to eliminate pathogenic bacteria. Continue to cook the stuffed food to heat all parts to 165°F or above for 15 seconds.
- Chemical spray bottle observed without the proper labeling. All working containers of toxic materials should have a label with the common name of the material in it.

- No written policy for clean up or diarrheal events available upon request. Food establishments should have a written policy for employees to follow when responding to vomiting or diarrheal events to minimize the spread of viruses and bacteria.
- No paper towels available at the cook's handwash sink. Drying provisions should be provided at all handwash stations.
- Bag of oysters observed inside the freezer without its fixed source identification tag. The shellstock identification tag is to remain affixed to its original shellstock container and kept for record retention so regulatory authorities may track its source in the event of a foodborne illness.
- Raw shell eggs found stored above carrots in the cooler. Raw shell eggs should be stored below ready to eat foods, such as carrots, to prevent cross contamination of harmful bacteria.
- Observed wet single use articles in the three-compartment sink area. Single use articles should not be reused.
- Quat strips unavailable upon request. Test kit or other devices that measure the concentration of sanitizers shall be provided and readily accessible for use. Food workers should regularly test the strength of sanitizing agents for proper sanitization.
- Residue found on the deflector of the ice machine. Nonfood-contact surfaces of equipment shall be cleaned at a frequency that prevents the accumulation of residue.

- Cooked chicken nuggets found with internal temperature of 113F stored in a fryer basket above the deep fryer. Cooked nuggets are required to be hot held at 135F and above to prevent the growth of bacteria.
- A cell phone and a package of employee food was found stored above the prep sink. Employee personal articles are to be stored in a designated space away from food preparation areas to prevent contamination.

- Raw animal food stored over vegetables in the refrigeration unit in that trays of raw marinated chicken and fish observed placed on top of a mushrooms and onions on the shelf in walk in refrigerator in kitchen.
- Date marking not provided to prepared temperature control for safety (TCS) food such as cooked chicken biryani, cooked vegetables and lentils in refrigerator. As per the PIC said food were prepared four days prior and being held in the reach in refrigerator.
- Facility and fixtures observed dirty with old food debris and dust accumulation.

- Cooked prime rib was found stored next to raw beef inside the walkin cooler. Foods shall be protected from cross contamination separation cooked or ready to eat foods from raw animal foods.
- The dish machine is not properly sanitizing utensils and food-contact surfaces. Temperature of surfaces was not meeting the required minimum surface temperature for proper sanitization.

- In use utensils stored in water on the stove. Stove wasn't on and the water temperature was at 120 degrees. In use utensils can be stored in water that is at 135 degrees Fahrenheit.
