Ashburn Restaurant Inspections: Live Roach, Mouse Droppings

Several restaurants in the Ashburn area were cited with violations, including locations with spiders, roaches, and mouse droppings.

ASHBURN, VA — Several restaurants around Dulles, Sterling, and Ashburn were cited with violations during recent inspections from the Loudoun County Health Department. Some locations even had roaches, flies, or mouse droppings.

As coronavirus restrictions continue to fluctuate, health inspectors are returning to conduct restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.

Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

Observed too many food items stored tightly packed resulting into inefficient air circulation to cool the TCS food items.

      • Two bags of frozen raw shrimp were found thawing at room temperature on the counter.

      • Observed several fruit flies, multiple roach shells, and spiders.
      • Observed Rice Scoop in stagnant water, bowls used for scooping sugar in sugar bucket, cup used to scoop sauce on side in sauce. Tongs observed laying on sliced tomatoes for salad service.

      • When asked, the Person in Charge was not able to provide verifiable documentation that all on-duty staff have been trained on employee health policy.
      • At the start of the inspection there was no paper towels available at the front kitchen hand sink.
      • At the start of the inspection there was no soap available at the front kitchen hand sink.
      • At the start of the inspection all three hand sinks in the food preparation and handling areas were blocked.
      • A piece of produce was observed stored in a container that is being used to collect condensate from the three door reach in cooler.
      • Raw animal food stored above ready to eat food in multiple locations.
      • Foods prepared greater than 24 hours in advance do not bear date marks.
      • Some foods served raw or undercooked are not identified with an asterisk on the menus.
      • A can of WD-40 is stored above the clean drainboard at the mechanical warewashing station.
      • Food thermometers are not available in the facility.

      • Observed an open mug of tea on top of the prep table next to open food being prepared.
      • Small container of raw liver stored on the top shelf of the cooler above containers of ready to eat foods (pickles, vegetables etc.) The person in charge said the liver was their personal food to take home. EHS explained that it still had to be stored correctly in the cooler.
      • Multiple prepared Ready to eat (RTE) TCS (time/temperature control for safety) foods (hummus, cooked vegetables, stuffed grape leaves) in the stand up cooler not date marked for disposition. The restaurant is only open from Wednesday-Saturday.
      • Facility now has a small grab and go cooler set up in the dining room of the restaurant. In the cooler are packaged cookies that are made in the facility. The packaged cookies are not labeled.
      • Food contact surface cutting boards are being stored in a window seal that is visibly dirty with dirt, grime and cobwebs.
      • EHS observed multiple pots kept on the stove that are heavily scratched, scored and visibly no longer easily cleanable.
      • EHS observed grease build up throughout the kitchen. On the cabinets, the light fixtures on the ceiling, above the stove, and on the walls. The ventilation system for the stove appears to not be sufficient for the amount of grease that is produced. EHS explained to the owner that this is a potential fire hazard.

      • Chicken noodle soup observed placed directly in hot holding table from the walk in refrigerator without adequately reheating first. Said food registered at 43°F .
      • Several mice droppings observed in the cabinet under the handsink and on floor in dry food storage area.

      • Refried beans in reach in refrigerator registered at 44°F. Said beans had been cooling for more than 2 days.
      • Date marking not provided for cooked beans in the reach in refrigerator in rear food prep area. Said beans were prepared 2 days ago and placed in said unit.
      • Several live fruitflies observed in kitchen near three compartment sink.
      • Dry food such as bags of flour, sugar, containers of ketchup and drinks observed stored in hallway used by customers to go to the restrooms.

      • Observed Large Pan of Fried Fish (90F) and Fried Chicken (85F) Hot Holding 2 hours after cooking.
      • Observed Cooked Fish Patties out at Ambient Temperature at 72F. Mgmt claimed this specific item is served at a more ambient temperature.
      • Observed Bleach Concentration used in buckets for food contact surface sanitization to be out of range.
      • Observed two mop buckets filled with water with mop resting in the water.
  • Carrabba’s, 1 Saarinen Cir. Dulles, VA 20166
    • Date inspected: Nov. 9
    • Total violations: 2
      • Multiple containers (5) of marinara sauce in the walk in cooler noted as improperly cooled to prevent the growth of harmful bacteria. THe sauce was prepared the previous day. and cooled overnight in the walk in cooler. The sauce temperature is 48F.
      • This facility utilizes a cook chill method for their bulk sauce preparation. Marinara, pomodoro sauce, and alfredo sauce are placed in plastic bags and zip tied (reduced oxygen package-ROP) for cooling in a large ice bath. The facility used to do this method before the restaurant closed for COVID and they used to remove the sauces from the reduced oxygen bag after cooling and before 48 hours had passed. Facility has just re-opened following a 1.5 year closure. At today's inspection some of the bagged sauces were date marked for a five day hold at 41F or less. The facility has not submitted a ROP HACCP plan for this practice.

      • Observed light to be visible under door. Door sweep not protecting outer opening to prevent possibility of pests entering.
