Ashburn Restaurant Inspections: Thai By Thai, China Gourmet Inn

The Loudoun County Health Department recorded violations at several facilities around the Ashburn area during recent restaurant inspections.

ASHBURN, VA — The Loudoun County Health Department recorded violations at several restaurants in the Ashburn area during inspections between Aug. 3 and Aug. 9.

Most COVID-19 restrictions around the state have relaxed, so health inspectors are returning to conduct some restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.

Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection

  • District Chop House Main Terminal, 1 Saarinen Cir. Dulles, VA 20166
    • Date inspected: Aug. 3
    • Total violations: 1
      • After reviewing the menu it was determined that the burger offered does not have a proper disclosure indication (*) stating that it can be served undercooked. The facility does have the reminder statement at the bottom of the menu indicating the risk of consuming undercooked animal proteins.
  • Flik @Turkish Airlines Lounge, Concourse B Gate 43 Dulles Airport Dulles, VA 20166
    • Date inspected: Aug. 3
    • Total violations: 5
      • Observed Raw beef and lamb meat balls on sheet trays stored on a speed rack in the walk in cooler above a hotel pan of cooked ready to eat chicken.

      • Tabbouleh (cooked bulgur wheat, cut tomatoes) noted as improperly cooled to prevent the growth of harmful bacteria. The tabbouleh was prepared on 8/2/2022 and the temperature registered at 52F in the walk in cooler and 44F in the low boy cooler. EHS observed an abundance of condensation on the containers of tabbouleh.
      • No written procedures for the use of time as a public health control for TCS foods. TCS foods are held under time control for the self service food line in the lounge The person in charge does have blank forms for time control but they are not filled out. According to the PIC TCS foods are changed out on the service line every 15 minutes.
      • The facility does not have a irreversible high temperature dish machine thermometer to verify the utensil temperature of the high temperature dish machine. According to the PIC the facility does have one but it is in storage somewhere.
  • Asia Cafe, 43150 Broadlands Center Plaza #106 Ashburn, VA 20148
    • Date inspected: Aug. 5
    • Total violations: 2
      • Date marking not provided to beef egg rolls and brown rice prepared three days prior held in boxes in walk in refrigerator. Said food is held up to 7 days as per the PIC.
      • Improper thawing in that raw frozen shrimp observed being thawed at room temperature in sink in kitchen.
  • Brittany's Fancy Events and Catering, 25387 Pleasant Valley Rd Chantilly, VA 20152
    • Date inspected: Aug. 5
    • Total violations: 3
      • The (PIC) person in charge was not able to produce a verifiable employee detailing the importance of employee health training.
        Food employees observed chopping vegetables (cucumbers, cabbage, carrots, tomatoes) for salad with their bare hands. Salad is a ready to eat (RTE) food.
      • Food employee observed washing 2 large bowls used to hold raw chicken with just detergent. The food employee did not sanitize said two bowls. The bowls were then going to be used to mix ready to eat salad.
  • Cold Spoon, 20789 Great Falls Plaza #106 Sterling, VA 20165
    • Date inspected: Aug. 5
    • Total violations: 3
      • A large pair of rubber gloves was found in the handwashing sink, blocking access.
      • A carton of Milk, and a carton of Half & Half were found stored on a shelf to the left of the espresso machine, at improper temperatures (55F).
      • EHS observed personal items of employees stored with food items in the dry storage area (Backpack, purse).
  • China Gourmet Inn, 20789 Great Falls Plaza #118 Sterling, VA 20165
    • Date inspected: Aug. 8
    • Total violations: 7
      • The facility does not have a written clean-up plan for the proper process to attend to vomit or diarrheal events.
      • Raw scallops were observed stored over ready to eat rice noodles in the reach-in cooler on the line.
      • The interior of the ice machine has a lite accumulation of black soil debris within the basin.
      • Foods such as cooked pork, cooked chicken, reconstituted noodles, dumplings, spring rolls and batches of Lomein were found without date marking.
      • Lomein that is left at room temperature from 11am-3pm and is using time as the public health control (TPHC) did not have a sticker or worksheet logging the time that it was taken from temperature control.
      • Containers of food were found stored on the floors of the walk-in cooler and the walk-in freezer.
      • The surfaces of the reach-in coolers on the line have very heavy accumulation of debris on the doors/handles.
  • Miyama Japanese Fusion, 20789 Great Falls Plaza #110 Sterling, VA 20165
    • Date inspected: Aug. 8
    • Total violations: 5
      • EHS observed an employee preparing raw salmon to be used in a raw sushi mix (Ready To Eat) with a bare hand, in contact with the salmon mix.
      • A large piece of equipment (steamer) is blocking the hand washing sink on the line so that it cannot be easily used.
      • Raw chicken was found stored over raw beef and ready to eat (RTE) hotdogs, raw shell eggs stored over RTE Miso in the walk-in cooler. Raw Chicken was found stored over raw shrimp, salmon and beef in the reach-in cooler on the line.
      • A container of Tea and a container of lemons was found stored within the ice used for beverages.
      • Spoons used to dispense rice at the rice maker, and at the breading station at the fryer were observed stored in containers with stagnant water.
  • Lucia's Italian Ristorante & Italian Store, 20789 Great Falls Plaza #188 Sterling, VA 20165
    • Date inspected: Aug. 9
    • Total violations: 3
      • Several lids and spoons/spatulas were found stored with visible food debris on them.
      • Several containers of cooked pasta, and a container of lasagna in the walk-in cooler was observed with no date marking.
      • Foods that are prepared and packaged within the facility have labels that are missing ingredient information.
  • Thai By Thai, 46930 Cedar Lakes Plaza #180 Sterling, VA 20164
    • Date inspected: Aug. 9
    • Total violations: 7
      • The establishment has no verifiable means that employees have been trained in the signs and symptoms of food borne illness.
      • EHS observed a bowl obstructing the use of the hand washing sink to the left of the line.
        Observation: No hand drying provision at the hand sink to the left of the line.
      • Raw chicken was found stored within a basin of raw beef, a container of raw chicken was found stored above a container of ready to eat (RTE) chicken panang.
      • Raw bean sprouts (72F), raw shell eggs (67F) that are used during the rush are stored at the line and outside of cold holding temperatures.
      • Several RTE items were found without date marking (pre-portioned dumplings, noodles & cooked pork).
      • Multiple (4) cans of aerosol insecticide were found throughout the facility. These insecticides are not approved for use inside of facilities that prepare/serve food.
  • Dunkin Donuts, 20789 Great Falls Plaza #174 Sterling, VA 20165
    • Date inspected: Aug. 9
    • Total violations: 3
      • There is no verifiable means of an Employee Health Reporting policy.
      • A large container of Egg patties found on a counter at room temperature were temped at 56F. A gallon of milk, also on a counter was temped at 56F, outside of proper cold holding temperature ranges.
      • EHS observed several employee drinks/foods stored alongside milk and breakfast items meant for resale in the reach-in cooler located to the left of the prep counter.
