Ashburn Restaurant Inspections: Violations At 21 Locations

Inspectors with the health department visited several restaurants in Ashburn, Dulles, and Sterling. They cited violations at 21 locations.

LOUDOUN COUNTY, VA — More than 20 locations in the Ashburn area were cited with violations, according to recent inspections from the Loudoun County Health Department. The inspections took place between Nov. 10 and Nov. 16.

As coronavirus restrictions continue to fluctuate, health inspectors are returning to conduct restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.

Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

      • There are no verifiable means of an employee health reporting policy.
      • A bucket and utensils were found stored in the handwashing sink in the kitchen.

      • There is no date marking of foods being done in the facility.
      • A container of cleaning liquid was found stored next to the food that was being prepped.

      • Goat curry, paneer, prepared gravy (onion, tomato and spices) in low boy refrigerator registered at 44°F in kitchen. Said unit registered operating at 44°F. As per the PIC, the employees were cleaning the unit that made the unit temperature to got up.

      • Observed raw beef, squid, and chicken stored in individualized wrappers but in the same container within walk-in cooler.
      • Observed green curry and bean sprouts in low boy prep unit cold holding at temperatures above 41 F.
      • Observed TCS/ready to eat potentially hazardous food items stored in walk-in cooler
      • Observed peanut sauce utilizing time as a public health control without time labeling
      • Observed the handles of scoops being stored improperly in container of sugar. Cooking tongues were also being stored in a manner where they were in contact with the wall. A knife was stored in between a prep cooler and a prep table.

    • Total violations: 4
      • Observed American cheese (50 F) and tuna (49 F) at meat section of service line units.
      • Observed standing water in compartments of clean food containers.
      • Cold holding unit at front line is reading 51 F
      • Mop stored improperly at service sink.

    • Total violations: 4
      • A food service worker was observed failing to wash their hands when switching from handling raw animal food to ready to eat food.
      • Raw ground beef stored above beef roasts in the walk in cooler.
      • Items cycled through the bar glasswasher are not being sanitized. The sanitizer in the wiping cloth bucket is too weak, and fresh sanitizer obtained from the wall dispenser was too weak.
      • Plastic pans of freshly cut lettuce are stacked while cooling.

      • A food handler placed a beverage container beside uncovered cooling food.
      • The handwashing facility located by the 3 compartment sink is blocked, preventing access by employees for easy handwashing.
      • The following food item(s) for which time rather than temperature is used as a control is not marked or otherwise identified to indicate the time that is 4 hours past the point in time when the food is removed from temperature control: marinara sauce, caesar salad, tomato cucumber salad.
      • The concentration of the QAC solution in the sanibucket was measured in excess of 400 ppm.
      • Pizza prep unit was observed in a state of disrepair and damaged.

    • Date inspected: Nov. 12
    • Total violations: 12
      • The person in charge (PIC) was not able to find the verifiable employee health policy that states the responsibilities of the food employees with regards to foodborne illness symptoms and reportable foodborne illnesses.
      • Observed an open mug of coffee stored directly on the cutting board that a food employee was using to prepare tortillas at the end of the cook line.
      • Observed a food employee washing wares at the three compartment sink. They were observed washing them with detergent and rinsing them with water and not sanitizing them.
      • The interior of the tortilla chip warmer observed with an accumulation of dried on food debris and what appears to be accumulated encrusted grease deposits from the fried chips.
      • A large grey container of rice (50F) , >10 small containers of soup (48F) , and a large container of individually wrapped tamales (51F) all noted as improperly cooled to prevent the growth of harmful bacteria. Said TCS (time/temperature control for safety) foods were prepared the previous day (11/11/21) The PIC stated that the tamales were left out in the kitchen overnight (at ambient air) for cooling.
      • Observed pupusa slaw (47F), fresh tomato salsa (46F) cold holding at improper temperatures at the small prep cooler. Observed a large container of soup( 50F) and a container of raw clams (49F) cold holding at improper temperatures at the stand up cooler on the line.
      • Spray bottle of chemical cleaner stored with clean plates on shelf in ware washing area. Bottle of chemical cleaner stored on chip warmer near a food contact pan.
      • Observed an electric bug zapper hanging in food prep area near where food employees grind cheese and do other food prep.
      • Observed a bottle of whipped cream stored in the ice bin at the bar. The ice in the ice bin is used as an ingredient in drink.
      • The wire shelving in the walk in cooler is corroded, rusted and no longer easily cleanable. There is dried on food debris on the shelving and the PIC stated it no longer comes off when the shelves are cleaned.
      • There are multiple cracked and missing floor tiles throughout the kitchen (near dish machine, near ice machine, near the three compartment sink) collecting water and grime from mopping and everyday kitchen operations. Those areas of the kitchen are no longer easily cleanable.
      • The kitchen observed in need of a deep cleaning. Food debris and grime observed throughout kitchen, under equipment, and inside prep coolers and the walk in cooler.

    • Total violations: 1
      • A container of rice and cooked sausage were found with no date labeling.
  • Monkey Joe's, 23521 Overland Dr #120 Sterling, VA 20166

      • Shredded cheese in reach in refrigerator registered at 44°F in the mid section of reach in refrigerator.
      • Date marking not provided tor ready to eat grilled chicken pieces in zip lock bag in reach in refrigerator. Said chicken being held for more than 24 hours after being opened from the original packet.
      • One door reach in refrigerator maintaining the temperature adequately in that only the top section registered at 39°F and the lower section registered at 47°F. Said unit observed holding cheese.

    • Total violations: 1
      • Test strips for pH were found, but none to test the Quat sanitizer at the three basin sink.

      • Multiple spray bottles containing various liquids were found without labels.
      • This facility uses time as the public health control for the marinara sauce. The marinara sauce found on the counter had no time stamp.
      • A package of meat was found stored in the hand sink.
      • There is no certified food protection manager at the facility.

    • Total violations: 1
      • The facility does not have test strips for the Quat Sanitizer.
  • The Bungalow Alehouse-Ashburn, 44042 Pipeline Plaza Ashburn, VA 20147

    • Total violations: 9
      • Observed no hand drying provision at bar hand washing sink.
      • Observed 3 dented cans in dry storage that had significant damage to the seal of the can.
      • The food-contact surfaces of the following equipment were not observed clean to sight and touch: slicer, potato slicer, and knives stored on knife rack.
      • According to the date marking system used on the prepared ready-to-eat (RTE) Jerk chicken (11/4), Mushroom bacon gravy (11/8), pot roast gravy (11/8), black beans (11/4), buffalo dip (11/1), and corn beef (11/8) in the walk in refrigerator, the food should have been discarded. Date of inspection 11/15. Food was kept longer than 7 calendar days with the day of preparation counted as day 1
      • The prepared ready-to-eat (RTE) cooked onions (6 pint containers), cooked mushrooms (3 pint containers), and cooked Italian sausage (3 pint containers) in the walk in refrigeration unit is not properly dated for disposition. Said foods were prepared on Saturday, 11/13.
      • Observed several items on the main menu offered raw or undercooked not asterisked to reference the advisory footnote. Items included "the alehouse", "steak and eggs", "Caribbean flank steak". Also observed hamburgers on the bar menu offered raw or undercooked not asterisked to reference the advisory footnote.
      • Observed several chemical spray bottles (5) throughout the facility unmarked.
      • Observed several in use utensils stored between sides of prep units.
      • Observed no test kit for chlorine or quaternary ammonium sanitizers used in the facility.
  • Kindercare Learning Center, 106 Free Court Sterling, VA 20164
    • Date inspected: Nov. 15
    • Total violations: 1
      • Few fruitflies observed in kitchen.
  • Manhattan Pizzeria & Luv’n Berry, 43930 Farmwell Hunt Plaza #108 Ashburn, VA 20147
    • Date inspected: Nov. 16
    • Total violations: 10
      • When asked to test the sanitizer in the dish machine the Person in Charge was not aware of which test strips to use. The Person in Charge was not able to describe the time temperature requirements for cooling hot temperature control for safety foods when an opportunity to train a food service worker arose during the inspection.
      • The Person in Charge has not ensured that employees are properly maintaining the temperatures of time/temperature control for safety food during cold holding, or that employees are using proper methods to rapidly cool time/temperature control for safety food, or that employees are properly sanitizing food contact surfaces through routine monitoring of chemical concentration.
      • The only Certified Food Protection Manager in the facility does not appear to have supervisory or management authority.
      • Raw chicken stored above salad dressing in the walk in cooler.
      • Wares cycled through the dish machine are not being sanitized.
      • A bulk portion of marinara sauce cooked yesterday observed at 43°F, and 44°F near the center of the container.
      • Foods such as cheese at 48°F, and spaghetti at 44°F cold holding at improper temperatures.
      • A prep cooler is not in state of repair or adjustment that allows it to maintain food temperatures of 41°F or below. The dish machine is not in a state of repair to sanitize.
      • The bulk marinara and meat sauces are observed stored in blue recycling containers.
      • The hand sink at the dishwashing area is slow to drain.
  • Zone (The), 43811 Central Station Dr #100 Ashburn, VA 20147
    • Date inspected: Nov. 16
    • Total violations: 3
      • The bar glasswasher is not sanitizing.
      • The one door reach in cooler is not holding foods at 41°F or below. The kitchen dish machine is leaking on the floor.
      • The shelves in various coolers are noted in need of cleaning.
