Cream Weeks Past Expiration: Ashburn, Sterling Restaurant Inspections
The Loudoun County Health Department found black residue in an ice machine, expired heavy cream and more during recent inspections.
ASHBURN, VA — Numerous restaurants in the Ashburn and Sterling area recorded violations during health department inspections between May 1 and 8.
Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

Ready to eat TCS foods held over 24 hours must be date marked with either made on date or date the food item must be consumed not to exceed 7 days.
- There is a gap between the bottom of the back door and the floor. Cover the gap to prevent any insects/rodent from entering.

- Employees unable to wash hands without soap at all sinks. Handwashing sink nearest the cold-prep area had no soap available and became clogged with beer that was dumped in it. Broken drain catch prevented proper drainage. No hot water at the dish room area hand sink, only cold faucet was operational.
- Observed the handwashing sink nearest the cold-prep area clogged with beer that had been dumped in it. A broken drain catch prevented adequate drainage. A handwashing sink shall be maintained so that it is accessible at all times for employee use and should not be used for purposes other than handwashing
- There was no soap available at the handwashing sink nearest the cold-prep area to wash hands. Provide soap at hand sink for proper hand washing at all times.
- Observed two ziplock bags of raw chicken thawing; one in standing room temperature water, and one in ambient air on top of a reach-in freezer. Time/temperature control for safety food shall be thawed under refrigeration that maintains the food temperature at 41°F (5°C) or less, completely submerged under running water, or at a water temperature of 70°F (21°C) or below.
- Observed numerous pairs of tongs stored on oven door handles, a rice scoop sitting on an unprotected countertop, and stirring spoons for the stovetop sitting in stagnant room-temperature water.
- Observed numerous knives and kitchen utensils stored unprotected in a dirty shelving unit near the cold-prep area. Cleaned utensils should be stored in a clean, dry environment where they are not exposed to splash, dust, or other contamination.
- No hot water available at the dish room area hand sink, cold faucet only is functional. Hot water shall be provided for washing hands. The dish machine was visibly leaking into a bucket placed in the floor below. PIC informed me that there was a bad seal and parts were being sourced. The faucet in the mop/utility sink was leaking and spraying water. This prevented mops from being hung to dry properly.

- Sanitizer concentration at the three compartment sink registered at 0ppm when tested. Sanitizer visibly not pulling through the automatic feed line. Wares not sanitized after cleaning and before use.
- Bagged soups in the back kitchen water bath pot are hot holding at improper temperatures. Staff heats the soups in a water bath and then turns the water bath all the way down until the soups are needed however the bagged soups hold below the minimum 135F. Soups registered at 105F.
- Portioned diced chicken in a 3rd pan cold holding at improper temperatures (59F) on top of prep pans in the prep cooler.

Food employees and conditional employees should be informed in a verifiable manner of their responsibility to report in accordance with law, to the person in charge, information about their health and activities as they relate to diseases that are transmissible through food.
- When asked, the PIC was not able to describe or locate a vomit clean-up kit or plan. A food establishment shall have written procedures for employees to follow when responding to vomiting or diarrheal events that involve the discharge of vomitus or fecal matter onto surfaces in the food establishment.
- Observed that both front and read handwashing sink in the kitchen were missing soap. Each handwashing sink or group of two adjacent handwashing sinks shall be provided with a supply of hand cleaning liquid, powder, or bar soap.
- Observed raw beef without any wrapping sitting in reach-in freezer. Food shall be protected from cross contamination by separating raw animal foods during storage, preparation, holding, and display.
- Observed cooked shrimp cold holding at improper temperature (45F). Time/temperature control for safety (TCS) foods must be held at 41F or below to prevent growth of harmful bacteria.
- Observed time/temperature control for safety foods (TCS) in walk-in cooler not properly dated for disposition. Foods not labeled include: coleslaw, pho broth, cooked shrimp, cooked spring rolls. Ready to eat TCS foods held over 24 hours must be date marked with either made on date or date the food item must be consumed not to exceed 7 days with day 1 being the day the item was made.
- Observed rice scoop sitting in a bowl of stagnant ambient-temperature water. During pauses in food preparation or dispensing, food preparation and dispensing utensils shall be stored in running water of sufficient velocity to flush particulates to the drain, or in a container of water if the water is maintained at a temperature of at least 135°F (57°C) and the container is cleaned at a frequency specified under 12VAC5-421-1780 D 7.

Hand washing sinks shall be used for no other purpose than to wash hands and shall remain free of any obstructions that may impede the washing of hands. Person in charge unblocked the hand sink so that employees may use it freely.
- Packages of raw beef were found stored with/above ready to eat (RTE) cheeses in a reach in cooler. Food shall be protected from cross contamination by separating raw animal proteins from RTE food items. PIC removed the steaks from the cooler.
- Time as the public health control (TPHC) is used for milk/cream that is located at the coffee bar within member services in the lobby. No written procedure was able to be confirmed for staff to follow/log times that milk/cream is kept. EHS discussed TPHC worksheet with PIC and this worksheet will serve as the protocol for using TPHC for cream/milk at all coffee stations that are available to consumers.
- A spray container with a green cleaning liquid found within and labeled with "Pasta water" was observed in use at the dish washing area. When taking toxic materials (cleaners) from bulk supplies, the common name of the material must be labeled on the working container. PIC removed the spray bottle to relabel.
Trump Island Clubhouse Grill: 20391 Lowes Island Blvd Potomac Falls, VA 20165

- No hand soap was available at the hand washing sink at the bar. All hand sinks that employees utilize must be equipped with a hand washing provision (soap). Sanitizer is not a substitute. Person in charge replaced the hand sanitizer with soap.
- A spray bottle with no label information was found at the bar area. When taking toxic materials from bulk supplies, the common name of the material must be labeled on the working container. Employee removed the spray bottle and labeled it during the inspection.
- Facility was unable to provide the correct testing strips for the low temperature dish machine at the bar. A testing strip or device that tests the concentration of sanitizer must be provided so that effective levels may be maintained. EHS gave PIC chlorine test strips to use until correct testing strips can be ordered.

A Complete testing strip kit or other device must be available and in working condition so that the concentration of sanitizers used on food contact surfaces can be properly and effectively maintained. Replace the testing strips with strips that can be properly read.
