Dulles Greenway Toll Increase: Public Hearing To Be Held Tuesday
TRIP II, the operators of the Dulles Greenway, are looking to increase tolls. The SCC is holding a hearing on the proposal on Tuesday.
LOUDOUN COUNTY, VA — The operators of the Dulles Greenway are hoping to raise tolls. The Virginia State Corporation Commission (SCC) is hosting a public hearing on Tuesday to solicit public feedback.
The meeting is scheduled to begin at 6 p.m. in Freedom High School's auditorium at 25450 Riding Center Drive in South Riding. Anyone looking to speak at the meeting should arrive at least 15 minutes early to sign up.
Currently, drivers can use the Dulles Greenway for $5.80 during peak traffic hours and $5.25 in other times. The proposal would increase tolls to $8.10 during peak times and $6.40 during off hours.

Local officials, including Loudoun Treasurer Henry Eickelberg, have expressed their opposition to the proposed increase.
"Toll Road Investors Partnership II (TRIP II), the owner and operator of the Greenway, is requesting the SCC approve huge toll increases," Eickelberg said in a news release. "Fair is fair but pushing up peak traffic hour tolls from $5.80 to $8.10 (one-way) and off-peak tolls from $5.25 to $6.40 doesn’t cut it. Every Loudoun citizen needs to show up at tonight’s SCC meeting and tell them that these proposed increases aren’t needed and aren’t fair. I will be there to do just that and I’m asking every Loudoun resident to join me."

The Dulles Greenway toll has not increased since 2019. Any toll increase on the road has to be approved by the SCC. Currently, the Dulles Greenway is the only toll road in Northern Virginia that does not charge based on distance.
Suhas Subramanyam represents parts of Loudoun County in the Virginia Senate. In 2021, he voted in favor of a law that requires the SCC to prove that toll increases will not discourage drivers from using a road. The law also mandates that toll operators do not price gouge.
"Tolls are high enough as they are, and this price increase will do even more harm to our community,” Subramanyam said. “I have stood with Northern Virginians to protect citizens from unjustified, exorbitant tolls before, and I will do everything I can to stop hikes on already steep toll fees.”
In 2023, TRIP II officials told Patch that they were seeking the toll increase because the roadway did not account for distance-based tolling.

"If they [TRIP II] have an idea to implement distance-based tolling, we're all ears," Loudoun County Supervisor Matt Letourneau told Patch in March 2023.
Speakers at Tuesday's public hearing will be allotted five minutes to express their views. The hearing is scheduled to end at 10 p.m. Residents can also submit comments online through Jan. 12.
