Man Masturbates In Front Of Female Customers At Ashbrook Commons

ASHBURN, VA—A man masturbated in front of female customers Tuesday afternoon at the Ashbrook Commons shopping center in the 20000 block of Ashbrook Commons Plaza, according to the Loudoun County Sheriff's Office. Xavier C. Carthan, 24, of Sterling, was charged with actual/simulated masturbation in public and indecent exposure.

Around 1:15 p.m., police went to HomeGoods for a report of a man who had exposed himself to female customers and performed a sexual act. Carthan was promptly arrested.
