Police officers were called to the park at 7500 Accotink Park Road on May 21 for a report of an assault. Officers learned that the victim was on a playground around 6 p.m. when a man approached her, engaged in conversation, and then unlawfully touched the victim’s thigh, police said.

The victim left the play area to avoid the man. Later, the man followed the girl into the water, where he unlawfully touched her again, police said.

The girl told family members of the assault. When family members confronted the man, he got into a vehicle and left the area. The family provided information to identify the man from cell phone footage and the vehicle’s registration that he left in, police said.

Detectives from Fairfax County Police’s Major Crimes Bureau began an investigation and obtained a warrant for Allen’s arrest on aggravated sexual battery. Detectives from the department’s Fugitive Track and Apprehension Unit, along with the U.S. Marshals Service, arrested Allen on Tuesday.

Police said victim advocates from the department’s Major Crimes Bureau’s Victim Services Division have been assigned to this case to ensure the victim’s family is receiving appropriate resources and assistance.
