Stephen Kim Reports No Contributions, $300 In Candidate Loans

FAIRFAX CITY, VA — Fairfax City Council candidate Stephen Kim reported receiving no campaign contributions through Aug. 31, financing the limited activity of his campaign with $300 of his own money, according to campaign finance reports filed with the Virginia Department of Elections.

Kim's campaign committee, Friends of Stephen Kim, reported that Kim provided two loans to the campaign — $100 on Feb. 21 and $200 on March 13. The campaign had not repaid either loan as of its latest report.

The campaign spent $66 through July 23 and had $234 in cash on hand, with $300 in unpaid debt owed to Kim.

Candidate Loans Finance Campaign

Kim established Friends of Stephen Kim in February as an independent candidate for City Council. His statement of organization identifies the office sought as Member City Council in the November 2026 election.

The campaign's first finance report, covering Feb. 18 through March 31, reported no contributions. Instead, Kim loaned his campaign a total of $300.

The only expenditure reported during the period was $66 paid to the Virginia Department of Elections on March 13 to purchase two voter data sets for the City of Fairfax. The filing identifies the purchases as the 2025 Registered Voter List and List of Those Who Voted, at $33 each.

That left the campaign with $234 in cash and $300 in outstanding loans at the end of March.

Kim subsequently filed no-activity reports for both April 1 through June 30 and July 1 through July 23. Neither report showed any additional contributions, loans or expenditures.

As of Aug. 31, the campaign therefore reported $300 in total election-cycle receipts, all from Kim's loans, and $66 in total disbursements. It had $234 remaining in its account and $300 in unpaid debt.

Kim's filings distinguish the $300 in loans from campaign contributions. As a result, his 2026 contribution total through Aug. 31 was $0.

The City of Fairfax's Nov. 3 general election includes races for mayor and City Council. Polls will be open from 6 a.m. to 7 p.m.
