BAILEY'S CROSSROADS, VA — Federal immigration officials and Fairfax County community leaders are offering sharply different accounts of a Monday encounter in which an Immigration and Customs Enforcement agent was recorded pointing a firearm at a woman inside a car.
The woman, Carolina Molina, is a U.S. citizen, Northern Virginia native and licensed professional counselor who conducts psychological evaluations in immigration cases, according to Mason District Supervisor Andres Jimenez (D).
In a statement, his office said Molina had gone to an office park in the Bailey's Crossroads area to drop off business cards when an ICE agent approached her vehicle with a firearm drawn and accused her of trying to run over agents.
The Department of Homeland Security said Molina drove around ICE officers and tried to use her vehicle to harm them during a targeted immigration enforcement operation. Jimenez and the Fairfax County Democratic Committee said Molina's dashcam footage contradicts the federal government's characterization of the encounter.
"On August 10, 2026, while ICE was conducting targeted immigration enforcement in Falls Church, Virginia, an anti-ICE agitator began to drive her car in circles around our ICE officers and then attempted to harm officers by weaponizing her vehicle against them — all in an attempt to help illegal aliens get away," a DHS spokesperson said in a statement.
The operation targeted people DHS described as immigrants in the country illegally who had criminal histories that included hit-and-run and drug-trafficking offenses, as well as people with final removal orders, the spokesperson said. DHS did not identify those targeted in the statement or provide additional information about their cases.

Federal officers stopped Molina's vehicle because they feared for their safety, according to DHS. Officers collected information needed to conduct a background check, and Molina could face criminal prosecution, the spokesperson said.
The statement did not say she had been arrested or charged.
DHS also said its officers have experienced increases of more than 1,300% in assaults, 3,300% in vehicle attacks and 8,000% in death threats. The agency did not provide underlying figures, a comparison period or supporting data for those percentages in its statement.
"When faced with dangerous circumstances, DHS law enforcement used their training to protect themselves, their fellow officers, and the public," the spokesperson said.
Jimenez called the video disturbing and said federal authorities should provide residents with a full account of what happened.
"What we saw in this video deserves answers," Jimenez said. "I will keep standing with our residents, making sure they know their rights, connecting them to resources, and demanding transparency and accountability when federal agents' actions raise serious concerns."
Jimenez said the federal government's account does not match the video and characterized the encounter as part of a broader pattern involving immigration enforcement in Mason District. He called on federal officials to address concerns about agents' actions in the community.
The Fairfax County Democratic Committee separately said Molina's dashcam footage contradicts allegations that she endangered federal agents. The committee called for a full investigation into the encounter, including the agent's use of a firearm and the conflicting accounts of Molina's conduct.
The committee also thanked U.S. Rep. Don Beyer (D), whose district includes Bailey's Crossroads, for seeking "answers and consequences." It urged residents to learn about their rights and document encounters with immigration officers when it is safe to do so.
Neither Jimenez's statement nor the Democratic committee's statement indicated that a formal investigation had begun. DHS did not identify the agent involved or say whether the agency was reviewing the agent's decision to draw a firearm.
