FREDERICKSBURG, VA — A new 7-Brew drive-thru coffee stand is proposed for the Cowan Station development in Fredericksburg, following a major site plan amendment application filed with the city.

The application, designated as SPMAJ2603-0058, seeks to modify the existing site plan for the Cowan Station commercial center to accommodate the popular coffee franchise at 1740 Olde William St.

"7 Brew is a rapidly growing beverage brand that is revolutionizing how customers experience drive-thru coffee service and think about their morning energy boost," according to a company spokesman. "7 Brew serves espresso-based coffee, Chillers, tea, infused 7 Energy drinks, 7 Fizz Sodas and more, all with an extra boost of kindness from their team. The dream of 7 Brew came alive with the first “stand” in Rogers, Ark., and its seven original coffees. 7 Brew now boasts more than 650 stands across the country."

Located at the intersection of Rappahannock Avenue and Emancipation Highway/Route 1, the project is situated within a high-traffic corridor, aiming to enhance the area's retail and dining options.

A 510 square foot building would be constructed with two-drive through lanes, a 416.50 square foot cooler building, and related improvements on the 1.167 acre property. The application says these changes are in general accordance with the Zoning Map Amendment approved on Aug. 11, 2020 and Special Use Permit approved on Nov. 18, 2025.

Key details of the proposal include:

  • Location: The 7-Brew stand would be located on an outparcel within the Cowan Station development at the corner of Cowan Boulevard and Jefferson Davis Highway.
  • Facility Design: The plan features a double-lane drive-thru configuration designed to handle high volumes of traffic efficiently.
  • Site Impact: To accommodate the new stand, the developer proposes adjusting parking and internal access roads within the existing development.

The Fredericksburg Planning Department is currently reviewing the application to ensure it meets city zoning standards and traffic management requirements.

7-Brew is seeking approval to construct a 510-square-foot building with two-drive through lanes, a 416.50 square foot cooler building, and related improvements on a 1.167 acre property near the intersection of of Rappahannock Avenue and Emancipation Highway/Route 1.

Cowan Station has seen significant growth in recent years, and the addition of 7-Brew is expected to further increase activity at the site. Local officials have not yet announced a date for a public hearing on the amendment.

Traffic Impact Data

  • Study Standard: A Traffic Impact Analysis was conducted following the Virginia Department of Transportation and City of Fredericksburg guidelines to assess the impact of the proposed coffee stand.
  • Trip Generation: The proposed 510-square-foot 7-Brew stand is estimated to generate significantly higher trip volumes than a standard retail space. It is projected to generate approximately:
    • AM Peak Hour: 115 new trips.
    • PM Peak Hour: 85 new trips.
    • Daily Total: Approximately 1,100 to 1,200 total daily trips.
  • Operational Impacts: The analysis indicates that the surrounding intersections — specifically Cowan Boulevard at Hospital Drive and the main site entrance — will continue to operate at acceptable levels of service with the addition of 7-Brew traffic.
  • Stacking and Queuing: The design features a double-lane drive-thru intended to accommodate a minimum of 20–25 vehicles within the queue to prevent spillover onto internal travel lanes or public streets.

Parking Adjustments

  • Parking Reduction: To accommodate the new 7-Brew structure and its dual drive-thru lanes, the application proposes a reduction in the total number of parking spaces within the Cowan Station development.
  • Space Reconfiguration: The project involves removing several existing parking spaces in the southeastern portion of the site. Specifically:
    • Existing Spaces: 412 spaces currently serve the center.
    • Proposed Total: After the 7-Brew installation, the site will provide 388 parking spaces.
  • Code Compliance: Despite the reduction, the application asserts that the remaining 388 spaces still exceed the minimum requirement of 345 spaces mandated by the City’s Unified Development Ordinance for the existing and proposed uses.
  • Internal Circulation: Adjustments to the curb lines and internal access aisles are proposed to ensure that vehicles entering the 7-Brew queue do not impede traffic for the rest of the commercial center.
