FREDERICKSBURG, VA — Fredericksburg City Council is scheduled to vote Tuesday on a proposed five-year capital improvement plan totaling nearly $180 million and a separate measure authorizing the use of surplus motor fuels tax revenue for transportation projects in the current fiscal year.
The council will meet at 7:30 p.m. May 26 in the Council Chambers at City Hall, 715 Princess Anne St.
Among the most significant items on the city manager’s agenda is a resolution adopting Fredericksburg’s Fiscal Year 2027–2031 Capital Improvement Plan, commonly known as the CIP. The five-year planning document outlines proposed investments across multiple departments, including public works, transportation, utilities, public safety and parks and recreation.
According to agenda documents, the proposed CIP totals about $179.8 million over five years. Transportation projects account for the largest share at roughly $57.5 million, followed by utilities projects at approximately $42.4 million. Public safety improvements total about $24.7 million over the five-year period.

The resolution notes that council already authorized and appropriated projects included in the FY 2027 adopted budget earlier this month. The CIP itself serves as a planning document and does not automatically appropriate future funding.
Council also is expected to consider a second resolution authorizing the use of about $1.1 million in surplus motor fuels tax revenue for transportation-related projects in the FY 2026 budget.
Additional business on Tuesday’s agenda includes a second reading of a resolution amending the FY 2026 budget to supplement funding in the Children’s Services Act Fund, approval of previous meeting minutes and transmittal of several board and commission meeting minutes.
Earlier Tuesday, council members are scheduled to hold a 5 p.m. work session that includes interviews for Economic Development Authority candidates, discussion of canal safety and panhandling issues, and a review of a proposed Rebkee incentive agreement
Residents may speak during the public hearing or public comment portions of the meeting either in person or remotely through written submissions.
People attending in person may speak for up to five minutes. Those wishing to participate remotely may submit comments by mail or email to the Clerk of Council by 1:30 p.m. on the day of the meeting. Written comments submitted on time will be read aloud during the meeting. Remote submissions are limited to three minutes when read aloud and must include the speaker’s name and address, including ZIP code.
