In mid-November, while running a covert investigation on an Internet social website, a detective (rather, his 14-year-old persona) was contacted by Neff, who initiated conversations sexual in nature.

A meeting was arranged, and on Dec. 8, a search was conducted of Neff's home, where he was then arrested.
