Felony Eluding Charge Levied Against Stafford Man Following Pursuit

Stafford County Sheriff's Office set out to arrest one suspect for felony eluding but ended up arresting another after a high-speed pursuit.

FREDERICKSBURG, VA — Stafford County Sheriff's deputies started out looking for one felony eluding suspect on Sunday night, but arrested someone else on the same charge during their investigation.

Deputies responded to a request for service around 8:40 p.m. at an address on Litter Falls Road. They'd been advised that 19-year-old Tylor Asbury was wanted out of King George County on numerous charges, including felony eluding and obstruction of justice, according to SCSO.

When the deputies arrived on the scene, they saw a truck leave the residence and run a stop sign. Thinking that Asbury might be in the truck, Deputy S.A. Fulford attempted to make a traffic stop, but the truck sped off.

A pursuit began, with Fulford trailing close behind, according to SCSO. After speeding down Kings Highway, the truck turned onto the Blue and Grey Parkway, where it passed other vehicles on the shoulder as it headed deeper into Fredericksburg. After running a red light and failing to elude Fulford's cruiser, the truck pulled over near Lafayette Boulevard.

With the help of Fredericksburg Police, sheriff's deputies took the driver into custody, but the passenger, later identified as Asbury, fled on foot, according to police. As of 3:15 p.m. on Tuesday, Asbury remained at-large and was still wanted by the King George County Sheriff’s Office. He also faces charges from SCFO in connection to Sunday's pursuit.

SCSO identified 18-year-old Cash Phelix of Stafford as the driver of the truck. During his arrest, Phelix was found to be in possession of controlled substances and a grape alcoholic beverage, according to SCSO. He now faces charges of felony eluding, possession of controlled substances, reckless driving, passing on the shoulder, failure to obey a stop sign, and failure to obey a traffic light. Phelix was held on a $3,000 secured bond at the Rappahannock Regional Jail.
